You will serve as a MANAGEMENT ANALYST in the Military Sealift Command (MSC), Directorate Ship Management, Combat Logistics Force (CLF), Surge Sealift and PrepoShips (RM1) of MILITARY SEALIFT COMMAND.

Duties

You will serve as a Management Analyst assisting the Resources Manager in the management and oversight of critical resource requirements for the long term health of the fleet programs they support. You will designs comprehensive management studies to analyze ship maintenance data to ensure that maintenance schedules are appropriately funded. You will analyze quantitative and qualitative data, progress of projects, forecast and project ship material/ maintenance overhaul periodicity and recommends actions by developing class-wide policies, notices, procedures and guidance. You will review and track program maintenance and repair to include: short/ long-range work plans, lifecycle sustainment plans, class alterations/modernization initiatives, maintenance budgets, and schedules for repair plans on program ships. You will anticipate, identify, and evaluate actual/potential operational and readiness issues, policy development to address contracting issues on new ship construction.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. (10%)

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience guiding program personnel, contractors, and other government stakeholders to mission success regarding the readiness and material capabilities in support of deployment, sustainment, operation and maintenance of MSC fleet ships; Experience of commercial vessel practices to include USCG regulatory and ABS class requirements and how they affect the readiness of sea going vessels; Experience analyzing ship readiness, ship manning, and supplies/spares status and identifying gaps and recommendations to improve deficiencies to promote mission readiness; Experience maintaining and developing afloat safety programs which guide crews to operate vessels in a safe and effective manner.
