Duties

As a PROGRAM MANAGER (CSCEP) at the GS-0340-13/14 some of your typical work assignments may include: Working in support of the Mission Support Division (OB-BPM), Building Partner Capacity Department (OB-BP), On-Site Inspection and Building Capacity Directorate (OB), DTRA. Serves as the Program Manager responsible for management and oversight for DTRA's Counter Weapons of Mass Destruction (CWMD) Security Cooperation Engagement Program (CSCEP). Analyzes, forecasts, and communicates program plans and objectives, acquisition strategies, resource requirements, programmatic implementing milestones to relevant stakeholders. Manages CSCEP budgets and resources in accordance with policies of DTRA and the DoD. Represents DTRA equities related to CWMD Security Cooperation, to include Security Cooperation processes and recommended policy and legislative changes. Manages the implementation of CWMD Security Cooperation efforts in support of the Combatant Commands (CCMD), and other U.S. government departments/agencies. Manages CWMD capacity Country assessments and evaluations, supports the development of security cooperation proposals, and provides expert advise to Geographic Combatant Commands on CWMD security cooperation-related topics. Coordinates work with the BPM Division Chief, Contracting Officer Representative (COR), and budget and acquisition officials to secure funding, de-conflict competing monetary requirements and obtain approval to obligate funds for discreet projects and engagements.

Qualifications

You may qualify at the GS-13 if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-12 grade level in the Federal service: Leading a diverse team or organization to meet an agency or program's objectives; Analyzing, interpreting, and implementing agency and strategic policies relative to countering weapons of mass destruction; Building Counter Weapons of Mass Destruction (CWMD) capacity; and Interfacing with senior U.S. and foreign government officials while navigating international/national politics and policy or organizational conflict. You may qualify at the GS-14 if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-13 grade level in the Federal service: Forecasting future programmatic requirements, threats, and opportunities of countering weapons of mass destruction based upon interpretation of strategic guidance and relevant strategic priorities; Partnering with government, non-governmental agencies, academia, and/or foreign allies to achieve synergies and strategies in countering weapons of mass destruction; Managing the development and execution of complex program acquisition/contract strategies through planning, programming, and budgeting, to include procurement, logistics, and resource management; and Communicating complex issues to senior leaders through briefs, presentations, action reports, fact sheets and other program materials. Experience is clearly demonstrated in my resume. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
