About the Position: Serves as Realty Specialist for United States Army Corps of Engineers, Louisville District, Real Estate Division, Military Branch. Performs a variety of Acquisition, Management, or Disposal transactions that are limited in scope, but involve different and unrelated realty processes and methods.

Duties

Negotiates and prepares out grants authorizing the temporary use of Government property to other Government agencies, state and political subdivisions, and private individuals. Resolves routine and uncomplicated encroachments on Government-owned or leased properties within the District's boundaries, in accordance with the District policy and appropriate laws and regulations. Obtains space and other lessor interests in real property, by lease, for military and civil customers. Negotiates and prepares leases and supplemental agreements for lease renewals. Performs routine lease administration ensuring adherence to the lease provisions. Determines fair market rental prices and prepares comparable rental summaries. Ensures all Real Estate actions are processed and the files are documented in accordance with all appropriate laws and regulations.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires Temporary Duty Travel (TDY) 25% of the duty time.
  • This position requires a valid State motor vehicle operator's license prior to appointment and the ability to maintain the license for the duration of employment.

GS-05 Qualifications: One year of general experience which includes maintaining an electronic or physical file database/system; using a variety of office automation equipment (e.g., computer, copier, printer, fax machine, etc.) and Software (e.g. Microsoft Office Suite); and ensuring Real Estate actions are processed and files are documented in accordance with all appropriate laws and regulations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-04). OR Education: Full four-year course of study (minimum of 120 semester hours) leading to a bachelor's degree. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage, divide your total months of qualifying experience by 36. Then, divide your semester hours of education by 120. Add the two percentages. The total percentage must equal at least 100 percent to qualify. GS-07 Qualifications: One year of specialized experience which includes supporting real estate transactions and correspondence, searching and reviewing real estate records and planning documents, participating on project development teams, and using databases and reporting tools to track multiple activities. (e.g. Microsoft Office Suite). This definition of specialized experience is typical of work performed at the second grade/level position in the federal service (GS-05). OR Education: One full academic year of graduate-level education (minimum of 18 semester hours) in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on: (1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses, OR (2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR (3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/).ORCombination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify. GS-09 Qualifications: One year of specialized experience which includes applying real estate principles, regulations, practices and techniques to determine necessary lands easement and rights of way for a project, supporting project delivery teams in planning and construction phases, preparing uncomplicated real estate agreements, performing encroachment identification, and supporting financial operations. This definition of specialized experience is typical of work performed at the second grade/level position in the federal service (GS-07). OR Education: master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education (minimum of 36 semester hours) in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.
