You will serve as an IT SPECIALIST (SYSANALYSIS) at the NAVSUP BUSINESS SYSTEMS CENTER.
Duties
You will be a functional subject matter expert on Navy Retrograde movements, specifically within the eRMS application.
You will be a subject matter expert for eRMS and NITA application modules and interdependencies between the modules and interfaces with other applications.
You will provide PJM support and provide project status to command leadership of BSC and other user communities leadership.
You will lead and conduct system/business analysis of the eRMS application: research, training, documentation, customer interaction, improvements.
You will be the primary POC and liaison between the eRMS customers, stakeholders, project manager and development team.
You will solicit clearer requirements from customers through meeting and prototypes and documentation, interacting well with different levels of management.

Qualifications
I have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Works with customers and headquarters to analyze customer requests and develop detailed design specifications, interfaces, inputs/outputs, and other design features.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Conducts testing of tools/procedures and new enterprise process engineering concepts to accurately represent customer requirements and lead Integrated System and Operational review tests.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Maintains communications with user, Project Manager, and Program Manager to monitor/improve efficiencies.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Receives work requests from the user community and conducts in-depth studies of the requests, develops problem resolution strategies, and recommendations for potential future developments in Information Technology (IT) or business processes within the enterprise business areas.
In addition to my experience demonstrating the four competencies above, your resume must demonstrate one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector performing the following duties: 1) Designs, develops, and modifies program logic and may also modify program specification or other similar documents. In addition, understand and follow all agile software development lifecycle processes. 2) Understand and work within the full technology stack to include, front end, mid-tier and backend development. Understand the Operating System (OS) requirements; perform or assist with server and network configuration, database backups, and Security Technical Implementation Guides (STIGs). 3) Provide technical advice, assistance and direction to customers, sponsors, user representatives, Subject Matter Experts (SMEs) and IT personnel on a wide variety of IT related subjects.4) Establishes and executes plans for Quality Assurance (QA). 5) Guide and mentor junior developers and assist them in their work. In addition, will assign, integrate, coordinate, and monitor work products from other team members.
