The primary purpose of this position is: To serve as a senior operations planner/program analyst, providing management controls over AF planning systems and Air Expeditionary Force (AEF) scheduling and execution processes of the AEF Operations and Readiness Branch.
Duties
Duty 1: Directs, manages and performs operations planning, scheduling, readiness and execution activities in support of the Air Expeditionary Force (AEF).
Duty 2: Serves as the Command's expert and advisor for the Deliberate and Crisis Action Planning and Execution Segments (DCAPES) Program and related Joint and Air Force war planning and execution systems.
Duty 3: Serves as planner, coordinator, and advisor for AFMC regarding Joint and Air Force contingency and crisis action planning and readiness activities/processes.

- This position is obligated to an employee on an overseas assignment with entitlements to return to this position. If selected, a signed agreement will be required, acknowledging the potential displacement, under reduction-in-force procedures
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Management and Administrative Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have, or will have within 120 days of the closing of this announcement, at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes the ability to apply leadership and management techniques in order to process complex problems and processes; and the ability to apply qualitative and quantitative methods to assess and improve plans and programs for conducting major operations.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Experience with and understanding of all phases of Air Force Air Expeditionary Force (AEF) operations planning and execution.
2. Experience with and understanding of AF war planning systems and their relationship to the Joint Operation Planning and Execution System (JOPES).
3. Extensive knowledge and function of the Deliberate and Crisis Action Planning and Execution Segments (DCAPES) planning system and AEF Online applications.
4. Working knowledge and understanding of the role and activities of the Functional Area Manager (FAM) at Air Staff and MAJCOM levels.
5. Knowledge and application of the Global Command and Control System (GCCS) and JOPES.
6. Extensive knowledge and understanding of the Air Expeditionary Force (AEF) construct.
7. Knowledge and understanding of contingency war planning. opera1ions readiness and deployment processes.
8. Skills in written and oral communication; preparing briefings and/or presentations for senior level staff and higher headquarters.
9. Skills in conducting evaluations, developing scenarios, and providing feedback to evaluated functions.
10. Ability to plan and execute complex projects.
11. Ability to recognize/analyze problems, conduct research, summarize results and make appropriate recommendations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). You will receive credit for all qualifying experience, including volunteer experience.
