This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
Duties
Review and implement budget guidance to facilitate budge development.
Apply the Department of Defense Planning, Programming, Budgeting and Execution, fiscal law, policies, regulations, principles, standards, and procedures to financial management activities.
Prepare budget spend plans and narrative documentation for justification.
Conduct financial analysis to provide information to decision makers, to better utilize resources and improve mission effectiveness.
Review resource allocation and identify reprogramming actions required to support changes to
mission priorities.
Requirements
- This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
- Obligated Position: an employee has statutory restoration rights . You will be asked to sign an agreement that you are aware of obligation and willing to be displaced under reduction in force procedures upon the return of former incumbent.
- This is a Term position scheduled to last 24 months. A term position may be extended to a maximum of six years depending upon the needs of management.
- Term employment is subject to a one year trial period. Employees serving a trial period can be removed with limited appeal rights.
- Must be able to obtain Financial Management Level 2 certification within 24 months from hire date.

In order to qualify, you must meet the specialized experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: (1) Executing a full range of budget formulation/operation duties associated with the fiscal planning, programming, budgeting, and execution responsibilities for assigned areas area of responsibility; 2) Identifying budget problem areas, researching, and implementing corrective action plans; 3) Delegating use of fund allocation procedures for assigned areas of responsibility; AND 4) Reviewing and preparing budget programs for future fiscal years by conducting in depth analysis of previous years and consolidating requirements and preparing spend plans. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
