You will serve as a HUMAN RESOURCES SPECIALIST (RECRUITMENT & PLACEMENT/COMPENSATION) in the Office of the Director, Civilian Human Resources (DCHR), Code N00CP, Commander Navy Reserve Force (COMNAVRESFOR), a Department of Navy Echelon II Command of COMNAVRESFOR.

Duties

As Recruitment/Staffing/Compensation/Workforce Shaping Program Manager, You will be responsible for analysis and assessment of Recruitment, Staffing, Compensation, and Workforce Shaping program operations. You will provide both Echelon II-level program administration services and day-to-day operational and advisory services to managers and employees. You will evaluate programs for compliance with applicable laws, regulations, and policy. You will perform lead duties providing technical leadership, guidance and oversight to lower level staff members to carry out assigned program operational and advisory services. You will coordinate requests for personnel action with the servicing DON Office of Civilian Human Resources (OCHR) Operations Center and carry out onboarding actions as required. You will conduct comprehensive management studies to identify and propose solutions to critical management issues and improve program operations.

  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. 10%

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience providing a full range of services for a variety of recruitment, compensation, staffing, workforce shaping, and workforce analysis/planning programs. Experience providing a full range of advisory services to managers and employees relating to complex recruitment, compensation, staffing, workforce shaping and workforce analysis/planning. Experience accessing and using such automated systems as HR Link, Defense Civilian Personnel Data System (DCPDS), and the Total Workforce Management System (TWMS) to prepare and track requests for personnel action as well as develop and analyze a variety of workforce-related reports.
