Duties
You will assist and brief base offices and tenant organizations assigned to their area of responsibility (AOR) on the Public Works Branch organization and explains the process for requesting work, funding projects, and related policies.
You will review contract documents of complex or major projects performed by others for technical soundness and compliance with USMC, Navy, and Department of Defense requirements, and prepares associated review comments.
You will independently coordinate and prepare technical analysis on contractor?s proposals, providing cost and price analysis to identifying hidden and unnecessary costs.
You will provide facility management expertise on complex facility matters regarding specialized facilities such as hospitals/clinics, museums, training facilities, and sites with major historical requirements.
You will manage the program to process received work requests in Maximo and assist to establish local procedures when necessary.
You will be aware of Maximo work requirements and initiates work into the work induction system when that work isn?t routed through Service Desk personnel.
You will review structural, architectural, electrical, and mechanical trade requirements, work requests and inspection reports.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- You will be required to obtain and maintain a local government license once hired in order to operate a government vehicle.
- This is a bargaining unit position.
- You will be required to obtain and maintain a current valid United States driver?s license.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: overseeing facility operations, coordinating planned and repair maintenance, and managing the appearance of building spaces and surrounding grounds (i.e., utilities and support resources).

Education
Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess.
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related
or
A combination of specialized experience and education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience must equal 100 percent.
