This position is part of the Defense Human Resources Activity, Defense Manpower Data Center. The incumbent will be responsible for The Defense Human Resources Activity's (DHRA) mission is to provide program support, information management, and administrative services to the Department of Defense (DoD) Components on human resource matters and to collect, archive and provide management information, research and analysis of human resources and other related functional area databases for the DoD.
Duties
As a PROGRAM ANALYST at the GS-0343-13 some of your typical work assignments may include:
Serve as a liaison responsible for program analysis activities for the Defense Manpower Data Center.
Leads program analysis efforts of the DOD in the way of management and employee innovation and Business transformation to better align the Center's strategy and vision.
Responsibilities include analytical assignments which involve planning, analyzing, and/or evaluating the effectiveness of operating applications within various programs.
The incumbent provides expert management of the Center's response to reviews, to include but not limited to OMB Circular A-123, DoD's Financial Improvement and Audit Readiness (FIAR) compliance, and the DoD's Risk Management Internal Control (RMIC) Program.
Collects and tracks all information for the external reviewers, to include Prepared by Client (PBC) artifacts, walk through requests, observations, findings, and recommendations.
Communicates relevant, reliable, and timely information on the results of internal and external reviews.
Updates senior leadership in the decision-making process with the goal of optimizing scarce resources while meeting customer requirements.
Providing interpretive and analytical advice on program execution to include recommendations for corrective action or identification of risk areas;
Preparing briefing material for senior managers and external stakeholders on findings and recommendations Knowledge of agency structure, mission, programs and external organizations relationships in order to improve audit processes and practices within various programs.
Managing and evaluating the review process to determine type of actions to be taken; Represent DMDC as a subject-matter expert (SME) for personnel accountability systems and associated data within the following business areas: Defense Readiness. Defense Travel. Credentialing, Law Enforcement. Physical Security. and Benefits & Entitlements.
Work directly with other DMDC divisions, the Office of the Secretary of Defense (OSD)/Personnel and Readiness, the Military Services and Other DoD Components as well as Federal partners to ensure timely and accurate responses to inquiries on how DMDC can help them manage information solutions. Also utilizes DMDC tools to document issues and resolutions.

Qualifications
You may qualify at the GS 13 , if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS 12 grade level in the Federal service as listed below:
Leads and conducts studies to define opportunities for new or improved business process solutions.
Advise management and teams to improve internal controls performance and resolve problems for applications operations, Collaborate with key stakeholders on management issues.
Serve as the advocate for the customer during the design, development, implementation and management of systems to meet current and future business requirements. This includes the extension, enhancement, and/or optimization of applications within the existing Requirement Ticketing/Tracking systems.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
