This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Analyst is responsible for the full range of acquisition planning and contract functions within PEO Aviation on Redstone Arsenal.
This is a pay banded position. The NH-03 encompasses grades 12 and 13 on the General Schedule.
Duties
Outlines policies, program requirements, objectives, and resource limitations.
Responsible for acquisition planning and contract management functions required to support a project with a mission of development, acquisition, testing, integration, production and fielding of management information systems to the Army world-wide.
Identifies within programs/projects assigned those large-scale subsystems, components and services to be acquired by contract.
Serves as advisor to program officials in procurement planning meetings.
Plans, develops and establishes the contractual strategy for the overall acquisition program for the organization.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent must be able to obtain and maintain a secret security clearance.
- This position requires temporary duty (TDY) travel up to 25% of the time.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Contracting Certification within 3 years of entrance on duty.
- A one-year probationary period may be required.
- Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually.
- This is a Non-Key Security Cooperation (SC) position based on the duties and responsibilities. The incumbent must complete certification-related training requirements in the SC Area of Acquisition Management within 3 years.

To qualify, your resume must describe at least one year of specialized experience which has equipped you with the knowledge, skills, and abilities to perform successfully the duties of the position and that is typically in or related to the work of the position to be filled. This typically includes work performed at the next lower grade/level (NH-02/GS-11) position in the federal service.
Specialized Experience: One year of specialized experience which includes: 1. Exercising independent judgment in planning, organizing, and directing the contractual aspects of assigned programs within constraints; 2. Preparing and maintaining current acquisition plans, appropriate milestone charts and related schedules; 3. Developing solutions to problems when there are uncertainties involving legislation, authorities and scope of action and 4. Planning and developing guidance material for technical, program management and acquisition personnel.
