The primary purpose of this position is: To serve as a Program Analyst for the 346 TS, overseeing all facets of the Cybersecurity Analyst Toolkit, a derivative of the CVA/H Weapon System, as well as the contractors who provide direct support for cybersecurity analysis and Cybersecurity Analyst Toolkit modifications. This position also oversees all associated budget activities and customer reimbursables.

Duties

Provides technical direction and guidance to Squadron leadership in all areas of programming, budgeting, contracting, and resource planning. Develops, maintain, and execute short/long-range plans within 346 TS. Represents the 346 TS with a variety of installation and functional area organizations. Represents the organization at executive levels within the Government and to contractor/industry representatives. Researches and determines appropriate actions or interpretation of issues that impact organization, installation, command, or agency.

  • All new DCIPS employees are required to complete a two-year DCIPS trial period
  • Position is designated special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing
  • Employee may be required to work other than normal duty hours, to include evenings, weekends and/or holidays. The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments
  • Shift work and emergency overtime may be required. Employee may be required to work short no-notice overtime

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions This is a GG-13 position in the Defense Civilian Intelligence personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include knowledge of a wide range of concepts, principles, and practices in a professional or administrative occupation, such as would be gained through extended graduate study or experience and skill in applying this knowledge to difficult and complex work assignments; or a comprehensive, intensive, practical knowledge of a technical field and skill in applying this knowledge to the development of new methods, approaches, or procedures. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of laws, principles, policies, and practices of Program Management, Planning, Programming Budgeting and Execution System (PPBES), and of business, industrial management, contracting procedures, technical concepts, and production practices to evaluate contractor proposals. 2. Knowledge of safety and security regulations, practices, and procedures. 3. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. 4. Ability to communicate effectively, both orally and in writing. 5. Knowledge of the missions, roles, functions, organizational structures, and operation of the Department of Defense, Air Force, and other entities that govern, interface with, and/or influence the program management process and their relation to budgeting and execution. 6. Ability to plan, organize, and manage critical aspects of research, development, and support of subsystems or equipment, and integrate, analyze, and manage a variety of program functions, and personnel in support of the process. 7. Knowledge of security practices for ensuring the safeguarding of classified information. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
