Duties

Serves as a senior human resources specialist responsible for providing advisory services related to Recruitment and Placement strategies and operations in accordance with law; and Office of Personnel Management, DoD, DFAS policies and regulations. Researches and interprets Federal and agency-level laws, policies, and regulations related to Recruitment and Placement to provide advice and assistance to management, employees and applicants. Exercises leadership, develops and delivers training to less senior specialists on subjects including qualification review, job analysis, the Priority Placement Program (PPP), staffing regulations, pay setting, and prioritization of work. Conducts job analyses to identify major duties/competencies of a vacancy, develops criteria to evaluate applicant proficiency, develops job announcements, evaluates applicants for eligibility/qualifications, and coordinates the on-boarding process. Conducts audits of Recruitment and Placement operations and actions to ensure compliance with Federal and agency law, policy, procedure and practice. Consults with management to identify recruitment needs and develop recruitment options and strategies. Advises management on recruitment sources, special programs, pay administration and incentives to attract highly qualified candidates. Coordinates with senior specialists and subject matter experts in other HR functional areas to ensure adequacy, efficiency and effectiveness of human resources life cycle activities for serviced organizations.

Requirements

  • As a GS-12, selectees must obtain and maintain an Office of Personnel Management Delegated Examining Unit certification.

  • Registered for Selective Service (males born after 12-31-1959)

  • Time after Competitive Appointment: Candidates must have served 3 months after latest competitive appointment in the Federal service.

Qualifications

Specialized Experience: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as providing comprehensive Human Resources advisory services and technical assistance to hiring managers regarding the application of Federal staffing principles, concepts, laws and regulations. In addition to providing management advisory services, applicants must demonstrate work experience in at least one of the following: conducting job analysis to design and document applicant assessment criteria; assessing recruitment sources and working with management to develop workforce recruitment strategy in a business environment; determining methods for appointing applicants; applying pay setting regulations and policies; or conducting the full cycle of the recruitment and placement process. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service.

Education

There is no substitution of education for specialized experience at the GS-12 grade level.
