You will serve as a PROGRAM ANALYST in the Military Sealift Command (MSC), Directorate Ship Management (DSM) of MILITARY SEALIFT COMMAND.

Duties

You will review contract service support request documents for compliance with regulations, reasonableness of cost estimate, adequacy of market survey, and availability of funds. You will monitor the manning, shipboard competency fulfilment, operational status and material condition of assigned ships or class assets and initiates action ensuring ship?s capabilities are current with evolving mission requirements. You will serve as technical advisor, authority and consultant responsible for the continuing analyses of effectiveness, efficiency, cost effectiveness, schedule adherence, and other key parameters of the program's progress and success. You will collect, organize, and maintain data for future reference and analysis.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • Travel is a requirement for this position. 10-25% or more travel to various work sites includw both Continental United States (CONUS) and Outside Continental United States (OCONUS) locations as well as ships at sea and various ports worldwide.
  • The incumbent must be able to obtain and maintain a U.S. Government passport for official OCONUS travel.
  • Occasional overtime may be required.
  • A valid state Driver's license is required.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Shipyard and shipboard work is a requirement of the position where the incumbent may be required to climb, crawl, and bend to accomplish shipboard inspections in a shipyard environment.
  • Occasional visits to industrial sites, or contractor facilities requiring protective clothing are required.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience monitoring contractor performance over the lifespan of complex, high-dollar value, highly technical, multi-year contracts, and to solving a broad range of problems relating to various mission requirements including manning, shipboard competency fulfillment, and the material condition of assigned ships. Experience performing marine transportation duties, operating contract management and performance review, fleet configuration including ship introduction interface and management of deactivation proceedings.
