You will serve as a SENIOR HUMAN RESOURCES SPECIALIST in the Customer Service Department (Code 50) of OCHR STENNIS OPERATIONS CENTER.
Duties
You will advise hiring managers and selecting officials on recruitment strategies for attracting the best qualified candidates for vacant positions.
You will analyze applicant qualifications to determine if they meet qualification standards.
You will conduct job analysis (e.g., review position description, classification standards, performance standards) for a variety of occupational series and grades.
You will review final selection packages to ensure procedures have been followed.
You will advise customers on human resources regulations (e.g., Title 5, U.S. Code, Office of Personnel Management [OPM]).
You will coordinate with customers (e.g., Operations Center, Managers, human resources offices, other organizations) to resolve issues with recruitment actions.
You will explain civilian human resources policies and procedures to customers.
You will explain the recruitment process (e.g., job advertisement, qualifications assessment, selection, on-boarding) to hiring managers and employees.
You will train human resource specialists to utilize new or changed recruitment methods.
You will conduct human resources management training (e.g., recruitment, staffing, compensation) for human resources specialists.

- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Reviewing federal civilian recruitment and placement work to ensure it is completed in accordance with the proper concepts, practices, regulations, precedents, and procedures; 2) Providing a Lead or Supervisor with suggestions on how to solve a team's difficult or unique recruitment issues; 3) Exhibiting ability to mentor, train, or lead a team or group of specialists in performing federal civilian recruitment and placement actions (i.e., job analysis, job assessments, vacancy announcements, qualifications determination, pay setting, etc.); 4) Performing troubleshooting to solve complex issues encountered in automated personnel systems (e.g., USASTAFFING, Onboarding Manager, DCPDS, ASARS, or other related federal civilian personnel systems); and 5) Explaining federal civilian HR rules, laws, and regulations to others so that they can better understand recruitment policies and procedures.
