About the Position: Fort Drum, the home of the 10th Mountain Division (Light Infantry), is located in Northern New York, a historically unique and geographically beautiful area, offering bountiful outdoor recreational opportunities from hunting and fishing to winter sports of all types. Fort Drum is approximately 30 miles from Canada, with the Great Lakes to the west, the Adirondack Mountains to the east, and the St. Lawrence River and Thousand Islands in between.

Duties

Provides management with current information on authorizations, directives, policies, reporting requirements and other aspects of manpower program management. Researches and resolves pay discrepancies, elevating only those requiring higher-level access, analysis, and research in collaboration with the Civilian Personnel Advisory Center (CPAC) and Resource Management. Assists in the development, review and maintenance of the Tables of Distribution and Allowances (TDA) for the Directorate. Uses various automated personnel systems e.g., Defense Civilian Personnel Data System (DCPDS), Civilian Personnel Online (CPOL), etc. Reviews and makes recommendations on organizational realignment and manpower proposals of assigned divisions. Processes related Request for Personnel Actions (RPAs) for various tasks related to personnel. Analyzes and monitors actual manpower strengths and projected vacancies by each activity to ensure that full manning is obtained/maintained. Provides advice and assistance to management concerning determination of training needs, sources of needed training, planning to meet needs, design and presentation of training and evaluation of results.

Requirements

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.

Specialized Experience: One year of specialized experience which includes 1) Using automated systems to collect, analyze and interpret data related to organizational resources such as manpower, personnel related matters, or financial and budget management; 2) Inputting time and attendance information into an automated system such as Automated Time Attendance and Production System (ATAAPS) application and Defense Civilian Payroll System (DCPS); 3) Interpreting policies such as financial management, manpower and/or recruitment strategies to provide guidance to organization staff; 4) Preparing reports relating to organizational resources such as manpower authorizations or financial management for the organization. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Attention to DetailOrganizational AwarenessPlanning and EvaluatingProblem Solving Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
