The primary purpose of this position is to ensure that Aerospace Systems Directorate (AFRL/RQ) scientific & technical (S&T) research & development (R&D) information is properly captured, maintained, protected, used, disseminated, retained, stored, & retired in accordance with higher Headquarters (HHQ) regulations & various Information Management Program requirements.

Duties

MANAGEMENT AND PROGRAM ANALYST - GS-0343-09 Provides input into and implements local policies and procedures for managing an effective Research and Development (R&D) Case File Program for assigned technical division(s). Provides input into and implements local policies and procedures for managing an effective Records Management Program for assigned functional area(s) and/or technical division(s). Implements, manages, and executes any of the various Information Management Programs through the use of databases, tool suites, and automation tools in order to maintain currency and accessibility of associated data/information, to provide insight to upper management and higher Headquarters (HHQ), to minimize the administrative burden on the technical community, to address inquiries/taskers, to generate reports, and to promote efficiencies in associated business processes. Manages, directs, and implements directorate-level policies and procedures for administering specific guidelines and processes associated with any of the additional various Information Management Programs to include, but not limited to, Publications and Forms, Freedom of Information Act (FOIA), Privacy Act (PA), and external Patent Applications.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year, or will have one year within 120 days of closing of this announcement, specialized experience at the next lower grade GS-07, or equivalent in other pay system. Specialized experience includes conducting management studies on the effectiveness and compliance of various Information Management (IM) programs (e.g., Records Management, Publications and Forms, Freedom of Information Act (FOIA), Privacy Act (PA), etc.); performing/accomplishing the objectives for the various IM programs; analyzing business processes and metrics related the organization's work units and case files; and preparing reports on findings related to program effectiveness with recommendations for improvements in policy and procedures. OR EDUCATION: Master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., in a field which demonstrates the knowledge, skills and abilities necessary to perform the work of the position NOTE: You must submit a copy of official transcripts. OR COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of official transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of laws, regulations, policies, instructions, and procedures that apply to scientific and technical (S&T) research and development (R&D) Information Management Programs. Knowledge of management and administrative philosophies, principles, and practices for effectively managing a variety of Information Management Programs. Knowledge of Information Management Programs and associated legal implications, to include but not limited to, Records Management, Publications and Forms, Freedom of Information Act (FOIA)/Privacy Act (PA), and external Patent Applications. Skill in communicating effectively, both orally and in writing, to gain cooperation and positive collaboration from others, to provide guidance and training, and to present findings and recommendations through tact, diplomacy, and courtesy. Skill in applying established precedents and guidelines to assigned work as well as in using various software programs, tool suites, and automation tools for the purpose of maintaining accuracy of the data/information required by various Information Management Programs, providing information in various formats to respond to inquiries, higher level reporting, and promoting increased efficiency. Ability to plan and organize work in order to meet deadlines as well as gather, analyze, and evaluate data/information in order to develop alternatives to promote program effectiveness and efficiency. Ability to be a team player and interact with a wide variety of S&T personnel, functional leads, and management at all levels within Aerospace Systems Directorate (AFRL/RQ), to include geographically separated units, and across Air Force Research Laboratory (AFRL), Air Force Materiel Command (AFMC), and Air Force (AF). PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
