About the Position: This position serves as a Human Resources Specialist for the Joint Activities located in Fort Liberty, North Carolina. Fort Liberty is co-located with Fayetteville, North Carolina, a culturally diverse city.
Duties
Provide technical advice and assistance to program managers at the command level in one or more Civilian Human Resources Management (CHRM) functional specialties.
Provide HR management services providing information and assistance on civilian personnel, strength management, civilian awards and a variety of administrative duties and responsibilities.
Analyze recommendations/proposals for improving the effectiveness and efficiency of Human Resource programs.
Maintain the Command's civilian personnel databases, gain/loss reports, on board manning lists, status of hiring actions, and high-level briefing materials.
Conduct research and analysis of regulations and laws relating to the area of compensation, position management and classification.
Attend meetings with managers and supervisors to help formulate improvement plans and strategies for Human Resource requirements.
Performs liaison functions internally and with several Civilian Personnel Specialist.
Requirements
- Must be able to obtain and maintain a Top Secret security clearance with Sensitive Compartmented Information (SCI) access.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, employee must successfully pass a urinalysis screening prior to appointment and periodically thereafter.
- The duties of this position require the employee to travel less than 25% of the time.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.

Specialized Experience: One year of specialized experience which includes human resource management concepts, principles, laws, policies, regulations, and practices; employee staffing practices, advanced marketing techniques and recruitment strategies; maintaining manpower and personnel data for the command and subordinate units; and providing technical advice for solutions to human resources problems and interpretation of policies and regulations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11).
