You will serve as a PROGRAM ANALYST in the Directorate Ship Management
(DSM) of MILITARY SEALIFT COMMAND.
Duties
You will monitor the manning, shipboard competency fulfilment, operational status and material condition of assigned ships or class assets and initiate action ensuring ships capabilities are current with evolving mission requirements.
You will analyze and evaluate the status of assigned charter ship operation on a quantitative and qualitative basis for effectiveness in meeting
program requirements.
You will Review and track planning efforts of all program maintenance and repair efforts to include: short and long-range work plans, lifecycle sustainment plans, class alterations/modernization initiatives, maintenance budgets, and schedules.
You will plan and determine data requirements to evaluate performance and efficiencies of assigned projects.
You will represent the Program Office at meetings, interfacing with regulatory officials, MSC staff, owner?s representatives, acquisition personnel, contracting staff, fleet personnel, and AFP/Program sponsors.
You will provide analysis and interpretation of regulatory material with express regard to those areas which affect vessel operations.
You will provide business and contract administration support and coordinate with Contracting Office in
developing an acquisition plan and schedules to meet sponsor requirements in a timely manner.
You will continually monitor and review the program area to ensure that policy, regulatory, and program issuances are properly integrated with staff actions and are supportive of MSC's mission requirements and goals.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to obtain and maintain a U.S. Passport
- This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
- You will be required to obtain and maintain a current valid United States driver?s license.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment
- Shipyard and shipboard work is a requirement of the position where the incumbent may be
required to climb, crawl, and bend to accomplish shipboard inspections in a shipyard
environment.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-12) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
a. Experience coordinating and resolving crucial problems/issues and matters of a policy nature with the Project Officer
b. Experience providing business and contract administration support and coordinates with Contracting Office in developing an acquisition plan and schedules to meet requirements
c. Experience developing budget projections for long term per diem and reimbursable funded projects
d. Experience issuing Contract Discrepancy Reports and appropriate comments using the Contractor Performance Assessment Reporting System (CPARS) or similar
e. Experience analyzing and evaluating the status of assigned charter ship operation on a quantitative and qualitative basis for effectiveness in meeting program requirements
