About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W1E8AA USA INTELLIGENCE CTR OF EXCELLENCE. Engage in monitoring, revising, maintaining, designing, and coordinating on actions specific to manpower management/force documentation.
Duties
Coordinate/incorporate Military Intelligence force structure input received internally/externally within the intelligence center, other US Army Training and Doctrine schools, major commands, US Army Force Modernization Agency, and Dept of Army staff.
Plan, develop, and evaluate proponent organization design of tactical units.
Analyze force structure to ensure compatibility with existing Army directives.
Maintain project currency in the Army Intelligence Plan (TAIP) conducting periodic reviews to ensure compatibility with the Military Intelligence (MI) Modernization Plan, concepts and doctrine.
Coordinate, convince, and persuade adoption of new ideas and ways to support the field commander in the nonlinear battlefield environment of the future.
Plan, develop, evaluate organization design of tactical units, ensure consonance with MI's future direction, using knowledge of MI organizations, doctrine, MI disciplines, methods of operation, organizations and equipment applicable to MI units.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a TOP SECRET (TS) security clearance with eligibility for Sensitive Compartmented Information (SCI) based on a T5 investigation/Single Scope Background Investigation (SSBI).
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Two year trial/probationary period may be required.

In order to qualify, you must meet the education and/or experience requirements described below. Specialized Experience: One year of specialized experience which includes: (1) preparation of detailed reports on the analysis of organizational force design for equipment and personnel; and (2) planning and preparing Military Intelligence requirement documents dealing with organizational designs and organization structure, staffing and equipment. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GG/GS-09). Note: Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled.This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
