This position primarily serves as analyst and advisor to management on the evaluation of the effectiveness of which DeCA carries out its assigned programs and operations. This work requires the knowledge of the substantive nature of DeCA's programs and activities, missions, policies, and objectives; management principles and processes; and, the analytical and evaluative methods and techniques for assessing program development or execution and improving organizational effectiveness and efficiency
Duties
Position responsibilities include:
Assess program development or execution and improves organizational effectiveness and efficiency.
Analyzes and evaluates (on a quantitative ad qualitative basis) the effectiveness of program operations in meeting established goals and objectives. Develops life cycle cost analysis of projects or performing cost benefit or economic evaluations of current or projected programs.
Analyzes new or proposed legislation or regulations to determine impact on performance management in DeCA.
Incumbent reviews administrative audit and investigative reports to determine appropriate changes or corrective action required.
This position offers promotion potential to a higher grade. To prepare you for the higher grade, work assignments will be progressively more complex. After meeting all qualifications and requirements for the next grade level and with your supervisor's recommendation, you may be promoted without further competition. However, promotion is neither guaranteed nor automatic.

Requirements

Qualifications
You must meet the Office of Personnel Management (OPM) qualifications and additional requirements by the announcement closing date.

For GS-12: To qualify for the GS-12 position your resume and supporting documents must show that you possess one year of specialized experience equivalent to at least the GS-11 grade level or equivalent to at least GS-11 under other Federal service pay systems, private sector, or military.
For GS-13: To qualify for the GS-13 position your resume and supporting documents must show that you possess one year of specialized experience equivalent to at least the GS-12 grade level or equivalent to at least GS-12 under other Federal service pay systems, private sector, or
Examples of qualifying specialized experience for GS-12:
Knowledge of management principles, practices, concepts, and skill in adapting analytical techniques and methodology.
Possesses analytical and evaluative methods and techniques for assessing program development and improving organizational effectiveness and efficiency.
Makes determinations about disclosures, issuance of denials, redactions, access to Agency records and use and dissemination of personally identifiable information.
Examples of qualifying specialized experience for GS-13:
Possesses management principles, practices, concepts, and skill in adapting analytical techniques and methodology.
Analyzes management information to develop strategic, operational, and common performance metrics.
Evaluates the effectiveness of the projects managed and in developing strategies for necessary improvements.
Develops workload based staffing standards to determine organizational manning levels.
