Duties
Serves as a Human Resources Specialist delivering a variety of HR services from a centralized Contact Center.
Provides customer service and basic information related to Recruitment and Placement, Benefits, Retirement, HR systems access, employee records and more; analyzes inquiries and forwards more specific requests to appropriate functional expert.
Receives, responds to and ensures complete resolution of any contact center question received through telephone, traditional mail, electronic mail, fax, and web-based media.
Provide advice and counseling that is current, accurate and consistent with applicable Federal HR laws, regulations, and procedures.
Uses trouble management system tools to document and track customer problems.
Participates in cyclic or random audits of HR actions processed by the Contact Center, and analyzes errors to identify trends and corrective actions.

Qualifications
Specialized Experience: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-05 to qualify for a GS-07; GS-07 to qualify for GS-09) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
For the GS-07, specialized experience is defined as applying regulations, practices and procedures to support HR functions and provide guidance to customers regarding HR processes, procedures or basic program requirements related to staffing/recruitment and placement, benefits, employee or labor relations, classification, HR information systems, employee development, or compensation and entitlements
For the GS-09, specialized experience is defined as researching, interpreting and adapting Human Resource regulations, policies and laws to provide substantive recommendations and advice to customers related to at least one functional area of Human Resources (staffing/recruitment and placement, benefits, employee or labor relations, classification, HR information systems; employee development); resolving customer complaints and problems; and providing information to internal and external customers related to HR programs, procedures and systems.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. For the GS-07 level, applicant must have served 52 weeks as a GS-05 or higher in the Federal Service. For the GS-09 level, applicant must have served 52 weeks as a GS-07 or higher grade in Federal Service.
Education
GS-07 Substitution of Education for Experience: One full year of graduate level education or Superior Academic achievement (http://www.opm.gov/qualifications/ApplicationofStds-04.asp) may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.

GS-9 Substitution of Education for Experience: Two full years of progressively higher level graduate education, Master's or equivalent graduate degree, may be substituted to meet the specialized experience requirement.
