Duties
ZA II - The candidate selected will perform a variety of moderately complex administrative officer assignments involving administering the budget, financial management, human resources, and other general administration activities consistent with programmatic objectives and NIST policies. This position will provide guidance, advice, and information on these matters to management and other organizations. General administrative activities include, but are not limited to, procurement acquisitions, contract invoicing, personnel recruitment actions, inter-agency agreements, analytical oversite and guidance of a division solvency, and financial reporting/recommendations.
ZA III - The candidate selected will independently execute complex Administrative Officer's assignments that are essential to the accomplishment of operating unit goals. This position will provide expert advice on budget, financial management, and human resources to management and other organizations. General administrative activities include, but are not limited to, procurement acquisitions, contract invoicing, personnel recruitment actions, inter-agency agreements, analytical oversite and guidance of a division solvency, and financial reporting/recommendations. Conducts budget analysis and financial management for multiple funding sources.

Qualifications
Basic Requirements:
FOR ZA-II:
Applicants must have one year of specialized experience equivalent to at least the GS-7 level (ZA-I at NIST) in the federal service. Specialized experience is defined as experience in an administrative role; experience with personnel actions, budget, preparation and distribution of an organizations solvency and financial reports, program policies and procedures; and experience with automated systems and software applications.
OR
Master's or equivalent graduate degree
OR
2 full years of progressively higher level graduate education leading to such a degree
OR
LL.B. or J.D., if related
OR
Equivalent combination of education and experience.
FOR ZA-III:
Applicants must have one year of specialized experience equivalent to at least the GS-11 level (ZA-II at NIST) in the federal service. Specialized experience is defined as experience coordinating administrative functions for an organization to include budget planning, financial management, human resources management, acquisitions, travel management, property management, and space management. In addition, applicant must have the ability to research, analyze, or evaluate data, policies, or work processes independently without guidance from supervisor.
Experience refers to paid and unpaid experience, including volunteer work done. We will credit all qualifying volunteer experience in your application.

For ZA-III, qualifications are based upon meeting specialized experience only. Education cannot be used to qualify for this position.
