These positions are working in the Branch of Applications Development & Web Services, Division of Operations, Information Resources & Technology Management, U.S. Fish and Wildlife Service. There are 4 positions to be filled in any of the duty locations listed. This position is also open to status candidates under announcement R10-23-12073502-JMJ-MP. Duties

The IT Specialist (APPSW/INET) salary will be based upon duty station and locality pay once selected. Locality tables may be found at: https://www.opm.gov/policy-data-oversight/pay-leave/salaries-wages/2023/general-schedule There are total of four (4) positions to be filled in any of the cities that you can choose to apply for. Please Note: If selected you may be placed at a regional office, field office, current duty station or a current remote duty station at the discretion of management. Additional questions regarding placement should be reserved for the interview process. If you are a new federal employee you will start at the step 1 of the GS-13. As a IT Specialist (APPSW/INET) your duties will include but are not limited to the following: Defines requirements for existing and new ServiceNow features and enhancements. Develops and/or oversees the development of Web-based application programming in an n-tier architecture (e.g., a graphical user interface (GUI); a business logic layer and a database layer for storing information). Programs web user interfaces and information-intensive Service applications in either a Service based support model, 100% Cloud based support model, or a mixed model of components hosted both in the cloud (Azure) and on premise. Assists management in using the web and new media sources to deliver information regarding the services of the Fish and Wildlife Service (FWS) as part of the Service's electronic government (e-Gov) strategy. Works with clients, at all levels, within and outside IRTM to identify, develop, analyze and evaluate new content/formats for the websites and O365 Business Solutions. Ensures that web products comply with all applicable Federal standards, policies, and conventions. (e.g., 508 support access to systems by the disabled, 21st Century IDEA). Collaborates with other technicians (e.g., developers, UX, UI, & QA) within the Branch and in the IRTM. Provides initial (train the trainer) formal and informal training to end users of web-based applications. Builds and maintains security controls in Service websites and applications ensuring strict adherence to Service and Department IT security protocols and standards as well as Federal policies in order to provide broad direction and requirements.

Qualifications

Only experience and education obtained by 08/16/2023 will be considered. Experience - Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Minimum Qualifications for the 13-grade level: 1 year of specialized experience, equivalent to at least the GS-12 grade level in the Federal service. Examples of specialized experience may include: Performance as a Lead ServiceNow Administrator; administering operation and maintenance of a website environment; utilizing web coding languages including HTML (Hypertext Markup Language), CSS (Cascading Style Sheets), JavaScript and Angular JS framework; providing maintenance of cross-platform and cross-browser compatibility; training customers how to utilize Internet/Intranet and ServiceNow pages and user interface, providing ongoing support for existing ServiceNow functionality within the organization including technical and editorial support; applying current Internet technologies and web-based application and accessibility technologies; creating forms, flows, client scripts, UI (User Interface) policies, and business rules in the ServiceNow platform; management of the ServiceNow platform including service portal, scoped applications, global applications, permissions, integrations and End-User training; using the out of the box features of ServiceNow for creating portal pages, forms, workflows and customer experiences; working with the ServiceNow database model using JavaScript, database views, reports and dashboards. implementing, troubleshooting, and maintaining Representational State Transfer (REST) and Simple Object Access Point (SOAP) integrations in the ServiceNow platform. ServiceNow training/experience and/or certification is required. Acceptable certifications include Certified System Administrator, Certified Application Developer, or suite specific implementation certification. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
