Duties

Serves as the Quality Assurance Specialist and Alternate Contracting Offer Representative (ACOR) for Directorate of Public Works Grounds Maintenance contract. Administer quality assurance programs to ensure contractor meets product quality and services. Review contract claims and equitable adjustments for processing. Develop contract modification and supporting documents assuring all requirements are being met. Coordinate contract modifications with Quality Assurance Evaluator?s for review on inspection criteria. Perform quality inspections of contract work to ensure compliance with policy and regulations.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to operate a government vehicle when necessary.
  • Must be able to obtain/maintain a valid driver?s license.
  • Incumbent is required to obtain Contracting Officers Representative (COR) certification within 180 days in the position.
  • This is a Term position scheduled to last 5 years. A term position may be extended to a maximum of eight years depending upon the needs of management.
  • This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually.

Qualifications

Who May Apply: US Citizens This position is a TERM position. It is a time limited position and may be 5 extended up to a maximum of eight years total. This position may be converted to a permanent, career or career-conditional appointment without further competition as long as all requirements are met. To be eligible for conversion, employee must complete at least 2 years of current continuous service under a term appointment in the competitive service AND employee must have a current performance rating under such term appointment of at least fully successful or equivalent. This is a Term position NOT TO EXCEED (NTE) 5 years and may be extended up to a total of eight years. This position MAY be made permanent without further competition contingent upon verification of the incumbent's non-competitive eligibility (must be a 30% veteran, reinstatement eligible, etc., under competitive service). This position may be filled as a Temporary Promotion or a Temporary Reassignment and may be extended for current Department of Army employees. At the end of this period, you will return to your permanent position of record, or to a different position of equivalent grade and pay. In order to qualify, you must meet the education/experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. GS-09 Specialized Experience: One year of specialized experience which includes evaluating methods, surveillance plans, techniques, principles and procedures and regulations in relation to surveillance of contracting operations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree with a major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. GS-11 Specialized Experience: One year of specialized experience executing a quality assurance program by analyzing and evaluating facts or methods relating to construction or service contracts prior to acceptance; interpreting, explaining, and applying technical requirements and specifications of contracts to determine compliance with policies and procedures governing quality assurance. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. with a major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
