This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This is a DoD Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo) position in the NH-03 broadband with an advertised pay range from the lowest equivalent GS-12 grade Step 1 to the highest equivalent GS-13 grade step 10 in the broadband.

Duties

Provide advice, guidance and assistance to PM Management concerning the contractual/ procurement aspects of highly complex, high monetary value, long term acquisitions for major weapon systems. Consult with the supervisor to manage the complete acquisition program designated major systems/equipment throughout the entire life cycle of assigned very complex systems. Helps establish, plan for and in support of acquisition reform serve on Source Selection Evaluation Board (SSEB) to analyze proposals to ensure conformance with PM's initial weapon systems acquisition requirements. Respond to a wide variety of inquiries, including formal protests and congressional inquiries. Serve as an advisor to project officials in planning meetings in the development of long-range acquisition plans and strategies.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top-Secret security clearance with sensitive compartmental information or access for the duration of employment.
  • The duties of this position require submission of, on an annual basis, OGE 450, Confidential Financial Disclosure Report.
  • This position has a Temporary Duty (TDY) or business travel requirement of up to 15% of the time.
  • Selectees must meet position requirements for certification at Practitioner in the Acquisition Career Field (Contracting) within 60 months of entrance on duty.
  • This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as performing ALL of the following duties: 1) Providing recommendations on contracting approaches for long term acquisitions of major weapons systems; 2) Preparing documentation required for contract awards; and, 3) Utilizing Acquisition Regulations such as the Federal Acquisition Regulations (FAR) to plan and manage the contract development process. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-02 or GS-11 equivalent.
