You will serve as a PROGRAM ANALYST in the DIRECTOR, CONTRACT OPERATED SHIPS(PO2), PGM MGR, STRATEGIC SEALIFT OFFICE(PM3), DEPUTY PRGM MGR, PREPOSITIONING (PM3A), PROJECT OFFICER, NMAF (PM33) of MILITARY SEALIFT COMMAND.

Duties

You will coordinate the mission requirements definition process with Mission Sponsor representatives to ensure that all requirements are identified and detailed in the acquisition process. You will review contract service support request documents for compliance with regulations, reasonableness of cost estimate, adequacy of market survey, and availability of funds. You will monitor the execution of budgets for assigned projects., and provide accounts receivables overview and oversight to ensure contract and Federal Acquisition Regulations (FAR) compliance. You will monitor execution of the ship budgets and coordinates resolution of discrepancies with the Support Office and Business Management staff. You will monitor the manning, shipboard competency fulfilment, operational status and material condition of assigned ships or class assets and initiate action ensuring ship?s capabilities are current with evolving mission requirements. You will serve as technical advisor, authority and consultant responsible for the continuing analyses of effectiveness, efficiency, cost effectiveness, schedule adherence, and other key parameters of the program's progress and success. You will collect, organize, and maintain data for future reference and analysis, and work daily within an automated office environment. You will develop work products utilizing currently authorized Navy Marine Corps Intranet (NMCI) software (Microsoft Office, Word, PowerPoint, Excel, Access and Project).

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain a U.S. Passport.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
  • You will be required to obtain and maintain a current valid United States driver?s license.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Shipyard and shipboard work is a requirement of the position where the incumbent may be required to climb, crawl, and bend to accomplish shipboard inspections in a shipyard environment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-12) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience in contract administration principles and practices. Experience with US NAVY, MSC/and or Commercial maritime or similar operations. Experience in direct shipboard Experience (MSC, commercial, military or similar). Experience applying knowledge in ABS/USCG regulatory model. Experience in Program/Project Management, data analysis, processes and techniques. Experience in financial management/budget development and execution. Experience in communicating orally, and in writing in a clear concise manner. Experience in Microsoft applications.
