Duties
Serve as a senior HR technical expert advising senior leadership on strategic human capital development, responsible for planning, integrating, and executing position management and classification program for the Command.
Analyze and advise senior leaders and managers on complex civilian personnel programs and responsibilities.
Provide guidance and prepares written products (e.g., policies, standard operating procedures, information papers, memorandums, training material, etc.) to brief and inform various audiences on civilian HR topics.
Researches and interprets HR policies, regulations, directives, and guidance.
Serves as an action officer to manage multiple civilian HR programs and projects.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain the appropriate Secret security clearance.
- Required to conduct Temporary Duty Travel (TDY) 10% of less of the time.

Specialized Experience GS-12: One year of specialized experience which includes 1) DoD civilian personnel laws, regulations, policies, and precedents to provide recommendations on recruitment procedures; 2) Utilizing analytical qualitative, and quantitative techniques to address/resolve a wide range of HR issues. 3) Utilizing civilian personnel databases to input and retrieve data to support civilian human resources functional areas. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Specialized Experience GS-13: One year of specialized experience which includes 1) Experience in position classification sufficient to participate in organizational reviews and workforce planning. 2) Guiding a wide range of complex staffing and classification actions, including preparation of advisories. 3) Researching and interpreting policies, regulatory changes, or classification appeals. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
