You will serve as a MANAGEMENT ANALYST in the OFFICE OF COUNSEL (N00L) of MILITARY SEALIFT COMMAND.
Duties
You will plan and organize the administrative operations of the Office of Counsel.
You will adapt office policies from Office of Counsel executive goals and objectives; establish methods of operations; and provide input to the establishment of long-range and short-range plans.
You will engage with MSC Command leadership, MSC N-Code Directors, Component Commanders, external strategic partners, and higher-level authorities to socialize any adjustments to MSC Office of Counsel strategic initiative.
You will manage daily office operations and provide a central point of continuity for the overall operation of MSC's Office of Counsel.
You will make appointments, analyze priorities, and make adjustments in schedules appointments.
You will support workload tracking efforts, including developing and managing spreadsheets and synthesizing data.
You will draft and review Counsel and Deputy Counsel correspondence, prepare in accordance with Navy Correspondence Manual , and finalize for signature.
You will develop advanced analytical tools and mechanisms for the collection of results across a range of functional areas, in order to improve the effectiveness of legal program delivery.
You will develop process improvement strategies; provide oversight and monitor workflow methods to ensure work is carried out efficiently.
You will support preparation and analysis of the fiscal year operating budget to include salaries, travel, and all direct and indirect costs.
You will support travel requirements for the Office of Counsel, including entering required information into the Defense Travel System and reviewing travel plans and vouchers.
You will perform legal research, support litigation efforts, and assist in administration of the ethics program.

- This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time
Qualifications
GS-13: Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-12) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience planning, programming, and budgeting regulations, guidelines, and processes to evaluate work processes and costs in order to optimize efficiency of operations, and to develop solutions to problems in organizational structure, administrative procedures, and workload distribution.
Experience preparing clear, concise reports that describe the data collection techniques and other processes and procedures used, conditions of information analyzed or program operations, and recommended improvements.
Experience conducting studies to recommend improvements, streamline operations/methods, consolidates processes, functions, forms, etc.
Experience in managing information and preparing written correspondence and/or reports for legal counsel or similar professions.
Experience managing library resources, analyze resources to ensure availability of current, relevant materials to support research needs and work execution.
GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-11) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience in applying knowledge in planning, programming, and budgeting regulations, guidelines, and processes to evaluate work processes and costs in order to optimize efficiency of operations, and to develop solutions to problems in organizational structure, administrative procedures, and workload distribution.
Experience in assisting in preparing clear, concise reports that describe the data collection techniques and other processes and procedures used, conditions of information analyzed or program operations, and recommended improvements.
Experience applying knowledge to conduct studies to recommend improvements, streamline operations/methods, consolidates processes, functions, forms, etc.
Experience applying knowledge in managing information and preparing written correspondence and/or reports for legal counsel or similar professions.
Experience in assisting in managing library resources, analyze resources to ensure availability of current, relevant materials to support research needs and work execution.
