The Department of Homeland Security (DHS), Secretary's Honors Program for HR Professionals is an initiative to recruit and retain entry level candidates in HR related fields. Selectees will experience a two-year cohort style developmental program focusing on building a solid HR foundation.
Non-BU: This is a non-bargaining unit position.
Duties
In this position as a HUMAN RESOURCES SPECIALIST (Recent Graduates) GS 0201 5/7/9, your typical work assignments may include the following under supervision:
Serve as a junior Human Resources (HR) specialists performing duties in support of one or more HR Specialties, roles, or functions.
Analyzing routine problems; giving advice and making recommendations to resolve.
Participating in special initiatives, studies and projects.

- SUITABILITY/FITNESS DETERMINATION - Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- SECRET CLEARANCE - This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- PATHWAYS RECENT GRADUATES APPOINTMENT - Appointments are intended to last for a 1-year period, unless the training requirements of the position warrant a longer and more structured training program.
- FORMAL INTERACTIVE TRAINING - Incumbent will be required to complete at least 40 hours of formal interactive training every year that advances the goals and competencies outlined in your established Individual Development Plan (IDP).
- PATHWAYS RECENT GRADUATES PARTICIPANT AGREEMENT - Incumbent will be required to sign a Recent Graduates Participant Agreement, which outlines the work schedule, intern responsibilities, work assignments, and program requirements.
- INDIVIDUAL DEVELOPMENT PLAN (IDP) - Incumbent will be required to complete and sign a Individual Development Plan (IDP) within 45 days of your initial appointment date.
- MENTEE - Incumbent will be required to identify a mentor outside of their chain of command within 90 days of their initial appointment date and collaborate with the mentor throughout the program.
Qualifications
ELIGIBILITY FOR PATHWAYS RECENT GRADUATE PROGRAM:
To be eligible for this position, you must be a recent graduate from a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate program from a qualifying educational institution within 2 years, (no earlier than August 4, 2021).
Veterans unable to apply within two years of receiving their degree, due to military service obligation, have as much as six years after degree completion to apply.
NOTE: Qualifying educational institution means--
Any of the following educational institutions or curricula that have been accredited by an accrediting body recognized by the Secretary of the U.S. Department of Education:
(i) A technical or vocational school;
(ii) A 2-year or 4-year college or university;
(iii) A graduate or professional school (e.g., law school, medical school); or
(iv) A post-secondary homeschool curriculum.
After Program completion, Department of Homeland Security Recent Graduates may be converted to a permanent TERM or Career-Conditional position. To be eligible for conversion to a permanent or term position, Recent Graduates must:
Successfully completed at least 1-year of continuous service in addition to all requirements of the Program.
Demonstrate successful job performance.

Recent Graduates hired through this announcement are eligible to convert into positions up to the Full Performance of GS-12 AND
You must meet all the Qualifications requirements below (as applicable);
You qualify for the GS-05 grade level if you possess one of the following:
GS-5: Experience: Three years progressively responsible experience, 1 year of which was equivalent to at least the GS-04 grade level, which includes:
Experience with communicating factual and procedural information clearly, orally and in writing; and
Experience gathering and/or analyzing basic facts and drawing conclusions; and
Experience with operating automated data systems.
This definition of general experience is typical of work performed at the next lower grade/level position in the federal service (GS-04)
OR
Education: Four year course of study leading to a bachelor's degree (Note: You must attach a copy of your unofficial transcripts AND degree must be conferred before appointment).
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 36. Then divide your total number of completed undergraduate semester hours (or equivalent) by 120. Add the two percentages.
You qualify for the GS-07 grade level if you possess one of the following:
Experience: One (1) year of specialized experience at the GS-05 grade level or equivalent performing duties such as:
Experience with communicating factual and procedural information clearly, orally and in writing; and
Experience with applying, fundamental Human Resources Management (HRM) laws and principles; and
Experience interviewing, and/or research techniques sufficient to conduct fact finding;
OR
Education: A bachelor's degree with Superior Academic Achievement or 1 academic year of graduate education. To qualify under Superior Academic Achievement, you must have completed the requirements for a bachelor's degree with a grade point average of 3.0 or higher on a 4.0 scale, class standing in the upper third of a graduating class or major subdivision, or membership in a national scholastic honor society. (Note: You must attach a copy of your unofficial transcripts AND degree must be conferred before appointment).
OR
Combination of Education and Experience: A combination of successfully completed education and experience. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application. (Note: You must attach a copy of your unofficial transcripts AND degree must be conferred before appointment).
You qualify for the GS-09 grade level if you possess one of the following:
Experience: One (1) year of specialized experience at the GS-07 grade level or equivalent performing duties such as:
Experience with communicating factual and procedural information clearly, orally and in writing; and
Experience with applying, fundamental Human Resources Management (HRM) laws and principles; and
Experience to analyze programs and/or human resources issues to develop recommendations for solutions to problems. OR
Education: A master's or 2 academic years of progressively higher level graduate education leading to such a degree. (Note: You must attach a copy of your unofficial transcripts AND degree must be conferred before appointment).

Combination of Education and Experience: A combination of successfully completed education and experience.
