Incumbent assigned to the Business Office, Medical Administration Service (MAS), South Texas Veterans Health Care System (STVHCS), San Antonio, Texas.
Duties
Duties may include, but are not limited to:
Makes recommendations and gives technical advice to Service Chiefs and Administrative Officers concerning balance scorecards, workload as it relates to performance measures, clinic wait times associated with Advanced Clinics Access and Strategic Planning for clinical services.
Independently develops proposals, policies and procedures to monitor the MAS balance scorecards and clinic wait times. Develops, assigns and reviews regular project status reports along with statistical data to verify compliance and validity.
Independently analyzes management techniques, processes and styles for improving organizational effectiveness and recommends alternative processes to management for implementation.
Independently formulates and executes training of MAS staff in areas that directly impact performance factors, waits and delays, patient scheduling and workload analysis. Researches and develops materials used to train staff at all levels to include management.
Work Schedule: Monday - Friday, 7:30 am - 4:00 pm or 8:00 am - 4:30 pm

Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of a wide range of concepts, principles and practices in hospital administration to support the organizations performance and strategic goals; knowledge to facilitate the independent development of policies, procedures and criteria for the administration of training to key staff and to implement data collection and monitoring protocols for a wide variety of complex workload analysis; knowledge is required to allow the incumbent the flexibility of proposing alternate actions and recommendations for staff at all levels to facilitate a constructive outcome; skill in applying knowledge to the development of new methods, approaches or procedures to accomplish organizational goals. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a PhD or 3 full years of progressively higher-level graduate education leading to such a degree. (TRANSCRIPT REQUIRED) OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond graduate level. (TRANSCRIPT REQUIRED)

Physical Requirements: The work is primarily sedentary. Some periodic walking, sitting, and carrying of light items such as instructional materials, books and manuals are required.
