The primary purpose of this position is to serve as a training instructor, responsible for the direct delivery of instruction and training services of a non-professional nature in the area of personnel policies and practices, computer application, management, leadership, and administration.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Education Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled. or Experience Specialized Experience (for positions above GS-5): Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/1700/training-instruction-series-1712/ In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience include; Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s); Supervising or administering a training program; Development or review of training/course materials, aids, devices, etc., and evaluation of training results; Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Successful completion of a Master's or equivalent graduate degree; OR, two (2) full years of progressively higher level graduate education leading to such a degree; OR, LL.B. (Bachelor of Laws), or J.D. (Juris Doctor) degree, if related. The degree must be in Education or a related field of study, and must be accredited by an accrediting institution recognized by the U.S. Department of Education. OR COMBINATION OF EXPERIENCE AND EDUCATION: Combination of specialized experience as described in (A) above, and graduate level education described in (B) above (only graduate level education beyond (1) year is creditable). Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. This definition of specialized experience is typical of work performed at the GS-(07) grade/level or equivalent position in the federal service. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Due to the use of 120 day rosters, applicants within 120 days of completion of the TIG requirement are encouraged to apply. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of training techniques, e.g., providing examples, demonstration of equipment and/or process, eliciting appropriate experience and hands-on instruction involved in military and civilian training programs. Knowledge of the methods, principles, practices, and programs related to curriculum development, instructional techniques, and training resources, as well as the principles, techniques, and objectives of test and measurement. Ability to interpret technical data and other primary source material to prepare training materials. For example, employee must be able to interpret OPM, DoD, Air Force, and AFMC operating instructions, policy letters, and other guidance to develop training materials. Skill in developing course materials and presenting formal and informal courses and briefings. Ability to gather, develop, and analyze a variety of data and to make recommendations based on analysis. Ability to communicate effectively, both orally and in writing. Ability to evaluate course content and effectiveness. Practical knowledge of theory, principle, and techniques of education and training. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
