The primary purpose of this position, TRAINING SPECIALIST, GS-1712-11, is to serve as a digital instructional material development, delivery, and sustainment specialist.
Duties
- Apply principles of Instructional Systems Design (ISD) to analyze the need for, and to develop and sustain automated education and training instructional material.
- Conduct organizational and occupational analysis and consult with organizational leadership and subject matter experts (SMEs) to determine digital instructional material development and delivery requirement.
- Apply general instructional theories and concepts, Air Force (AF) Instructional Systems Design (lSD), and private industry best practices when determining the most effective and efficient instructional material development and delivery methods.
- Accomplish special projects that frequently involve education and training matters internal and external to the employee's specialty area.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, to include the Individual Occupational Requirements (IOR) for the GS-1712, Training Instruction Series.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes is described as Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s); Supervising or administering a training program; Development or review of training/course materials, aids, devices, etc., and evaluation of training results; Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.

EDUCATION: Successfully completed a a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related. COMBINATION OF EXPERIENCE AND EDUCATION: Equivalent combinations of successfully completed post master's or equivalent graduate degree or education in excess of 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D. if related and experience may be used to meet total experience requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of and ability to analyze, interpret and apply Air Force Instructional Systems Design (ISD) and Instructor regulations, policies, procedures, principles and techniques.
2. Knowledge of management information systems (MIS), learning management system (LMS) and computer software basics.
3. Knowledge of, and skilled in planning, organizing, designing, developing, instructing and evaluating instructional materials.
4. Knowledge of private industry digital training audio-visual equipment and software, development, delivery, and sustainment practices and related broadcasting and distance learning equipment.
5. Ability to plan and execute multi-faceted projects.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
PHYSICAL EFFORT: The work is sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking; standing; bending; carrying of items weighting up to 50 pounds. NOTE: A PRE-EMPLOYMENT PHYSICAL IS REQUIRED.
WORKING CONDITIONS: The environment involves everyday risks or discomforts that require normal safety precautions typical of such places as offices, meeting and training rooms, libraries, residences, or commercial vehicles, e.g., use of safe work practices with office equipment, avoidance of trips and falls, observance of fire regulations and traffic signals. The work area is adequately lighted, heated, and ventilated.
