The primary purpose of this position is to serve as an digital instructional material development, delivery, and sustainment specialist.
This position is term and has a Not-to-Exceed date. However, this position may be extended to the fullest legally allowable period without further competition. The appointment may also end early due to lack of work or funds.
Duties
Applies principles of Instructional Systems Design (ISD) to analyze the need for, and to develop and sustain automated education and training instructional material.
Conducts organizational and occupational analysis and consults with organizational leadership and subject matter experts (SMEs) to determine digital instructional material development and delivery requirement.
Applies general instructional theories and concepts, Air Force (AF) Instructional Systems Design (lSD), and private industry best practices when determining the most effective and efficient instructional material
development and delivery methods.
Accomplishes special projects that frequently involve education and training matters internal and external to the employee's specialty area.

Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled.

Specialized Experience (for positions above GS-5): Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include:
Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
Supervising or administering a training program.
Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.

SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes experience that demonstrates a practical knowledge of the subject area of the position and of the methods and techniques of instruction. EDUCATION: Ph.D or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree, with a major study in education or a subject area related to the position to be filled OR LL.M., if related. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of and ability to analyze, interpret and apply Air Force Instructional Systems Design (ISD) and Instructor regulations, policies, procedures, principles and techniques.
Knowledge of management information systems (MIS), learning management system (LMS) and computer software basics.
Knowledge of, and skilled in planning, organizing, designing, developing, instructing and evaluating instructional materials.
Knowledge of private industry digital training audio-visual equipment and software, development, delivery, and sustainment practices and related broadcasting and distance learning equipment.
Ability to plan and execute multi-faceted projects
Ability to identify complex problems, determines problem risks, and proposes and implements a viable solution to resolve the problem(s).
Ability to participate or lead teams and communicate orally and in writing.
This position is required to have a working knowledge of AFI 36-1, AFMCI 36-401, and AFMCI 36-201.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). You will receive credit for all qualifying experience, including volunteer experience.
