The primary purpose of this position is to develop, implement, and manage a comprehensive education, training, professional military education (PME), and professional/leadership development program to support all military and civilian personnel assigned to NSIC.
Duties
Develops a comprehensive Workforce Development Program evaluation strategy.
Directs, and manages assigned courses/instruction and performs related course administrative functions.
Manages the training and development of NSIC employees assigned to developmental positions.
Performs training formulation work involving review and preparation of budget estimates and financial plans.

- All new DCIPS employees are required to complete a two-year DCIPS trial period.
- Position is designated special-sensitive and requires eligibility for access to SCI, other Special Sensitive information, or involvement in Special Access Programs to perform the duties of the position. A non-disclosure agreement must be signed.

- This position has been designated as a Testing Designated Position. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission.
- The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments. Prolonged periods of sitting, reading and intense data analysis are typical. Work is mostly sedentary performed in an office setting.

- A bachelor's degree from an accredited institution is desired, but not required.
- Irregular hours and overtime may be required to meet work requirements and deadlines.
- This position is covered by the Defense Civilian Intelligence Personnel System (DCIPS), and as such will subject the incumbent to those examinations and/or tests that are necessary to obtain and retain a security clearance
- This is a testing designated position and as such requires periodic urinalysis testing. Failure to comply with any of the special requirements, will subject the incumbent of this position to reassignment, disciplinary actions, demotion, or removal.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

BASIC REQUIREMENTS:
Education
Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled.
OR
Experience
General Experience (for GS-5 positions): Experience that provided evidence of the ability to instruct students in the use of equipment, principles, or practices of the subject or occupation. This experience may have been gained as a teacher or instructor; in on-the-job supervision or instruction of subordinates or fellow workers; or in work involving application of the principles, practices, and techniques of the occupation or subject-matter field of the position to be filled.
Specialized Experience (for positions above GS-5): Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include:
Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
Supervising or administering a training program.
Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: management theory and doctrine, including motivation, evaluation, group dynamics, counseling and interpersonal communications in order to determine needs, review material, and develop complete materials covering capabilities development, course development, training development and related topics for military officers and enlisted personnel, civilians, and contractors; development or review of training/course materials, aids, devices, etc., and evaluation of training results; work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of detailed squadron program/training methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute difficult and complex curricula in support of the mission, structure, goals, and work processes for substantive programs of assigned activities/organizations.
2. In-depth knowledge of a wide range of DoD, Industry, and Air Force workforce development concepts, principles, methods, practices and techniques sufficient to accomplish a wide range of complex, interrelated activities. Knowledge of AF officer, enlisted and civilian training including CDE, PME, etc.
3. Knowledge of and ability to apply procedures, requirements, regulations, and policies related to specialized expertise in the work of the squadron; and knowledge of the operations, products, services, needs, and goals of the squadron, group, center, the organizations served, and related customers, functions, resources, and users. Knowledge of the analytical principle, practices, and methods to evaluate teams and programs which involves extensive knowledge of the current status of established concepts, procedures, and considerations of the squadron.
4. Knowledge of detailed squadron program/training methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute difficult and complex curricula in support of the mission, structure, goals, and work processes for substantive programs of assigned activities/organizations. Mastery of a wide range of technical training and professional/leadership development methods and industry best practices.
5. Skill in developing innovative and feasible solutions to plan, monitor, track, and regulate several training activities in accordance with established DoD, USAF, and USSF policies and directives.
6. Ability to identify needs, conduct studies and analysis, and use effective qualitative and quantitative analytical and evaluative methods to accurately assess information, formulate responses to resolve problems, and prepare/present findings to senior leadership. Ability to communicate effectively, both orally and in writing, to negotiate complex issues and maintain good working relationships to integrate and coordinate multiple related missions, functions, subjects, issues, and situations across echelons to present training in a logical, cohesive format.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
