The Defense Human Resources Activity's (DHRA) mission is to provide program support, information management, and administrative services to the Department of Defense (DoD) Components on human resource matters and to collect, archive and provide management information, research and analysis of human resources and other related functional area databases for the DoD.
Duties
As a SUPERVISORY INFORMATION TECHNOLOGY SPECIALIST (PLCYPLN) at the GS-2210-15 some of your typical work assignments may include:
Serves as the Director (Supervisory IT Specialist (PLCYPLNMGT), for the Technical Services (TS) Directorate, Defense Manpower Data Center (DMDC). Provide Information Technology (IT) and Information Systems (IS) guidance to the DMDC Director and Deputy Director in all matters concerning IT/Corporate Information; plans and programs, studies, policy, procedures, contracts, procurements, cybersecurity, and operations. Provides the total range of DMDC business-type, IT/IS activities.
Responsible for oversight and guidance of the operational effectiveness and efficiency of all DMDC IT systems and network functions. This includes planning for the development and implementation of protocols, maintenance and security of the DMDC local and wide area networks, file and application servers, database servers, mainframe, and all other IT services. Oversees and provides guidance to the program management of DMDC's IT operations across multiple data centers and cloud environments which are equipped with large scale, midrange and smaller scale systems.
Ensures smooth, efficient and cost effective operations for all DMDC Enterprise Server Systems which could have the potential for major impact on DMDC operations with the resulting potential for major impact on the DoD, OSD, and other Federal agency programs that depend on DMDC files, databases, and applications.
Responsible for oversight and guidance of the development, issuance, and ongoing inventory of Information Technology (IT) property and equipment accountability, accounting and reporting, to include policy development; oversight of the implementation of such policies by the DoD, Components; and oversight of personal equipment accountability and management systems utilized by both DHRA and DMDC, and for the effective integration and interoperability of equipment and systems with other DoD enterprise IT domains such as JSP.
Responsible for the oversight and guidance of the DMDC's IT strategic acquisition plan with the goals of maximizing value, effectiveness and efficiencies of supported programs while also reducing overall performance risk to the Department and maximizing the return on investment across DMDC. This includes the sustainment management activities of acquisition planning to include oversight of spending a budget over $150M annually, as well as implementing Quality Assurance Surveillance Plan (QASP) process measurement and reporting to drive service improvement on DMDC IT Contracts.
Responsible for the oversight and guidance of staff that plan for, develop and implement the program management plans to migrate DMDC's IT application and operations from one technology to another, from one data center to another (e.g., DMDC on-site data center to DISA managed services, cloud services), and to oversee the building out of new technology solutions.
As the TS Director, is the visionary and strategic leader, is tactical in monitoring the detailed plans and subordinate's work assignments, determines work schedules, and reconciles conflicts and priorities. Incumbent is a high-level rater in performance of subordinates.

Qualifications
You may qualify at the GS-15, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-14 grade level in the Federal service:
Leading a transition from organic data centers to various cloud solutions, for example Oracle Cloud, AWS, AZURE.
Managing Clouds Solutions such as(Oracle, AWS, AZURE)
Guiding, leading and directing Program Management of IT programs and services
Makes work decisions to resolve complex problems pending from lower levels;
