You will serve as a PROGRAM ANALYST in the Directorate Ship Management (DSM), Service Support Ships (PM4), Sub/Special Warfare Support Ships and Charters (PM41). of MILITARY SEALIFT COMMAND.

Duties

You will serve as technical advisor, authority and consultant responsible for the continuing analyses of effectiveness, efficiency, cost effectiveness, schedule adherence, and other key parameters of the program's progress and success. You will develop policies and procedures and establish necessary program support requirements for management. You will analyze and evaluate the status of assigned charter ship operation on a quantitative and qualitative basis for effectiveness in meeting program requirements. You will prepare and present briefings on assigned charter ships, tugs, port operations and other assignments for large groups including senior MSC and customer staff. You will develop budget projections for long term per diem and reimbursable funded projects. You will monitor contractor performance to ensure that it is in accordance with the provisions of the charter agreement or other contract and the requirements of the Sponsor. You will interact with Contracting Officer Representatives and utilize the CPARS system to document contract performance.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience conducting operational and/or mission specific evaluations of charter ships, harbor tugs, and port services, and other special projects; Experience analyzing and evaluating the status of assigned charter ship operation on a quantitative and qualitative basis to meet command mission; Experience preparing and presenting briefings on assigned charter ships, tugs, port operations; Experience coordinating with Contracting Office Representatives to develop acquisition plans and schedules; Experience monitoring the execution of budgets and reviewing budget performance for assigned projects; Experience reviewing contractor invoices to ensure that charges are properly invoiced in accordance with the contract provisions.
