The incumbent will serves as Program Support Assistant in the Maintenance & Operation (M&O) Section. The position is responsible to performs clerical or technical supply support work necessary to ensure the effective operation of ongoing supply activities.

Duties

The Program Support Assistant performs property accountability duties or the more routine phases of property management including inventory of nonexpendable property; reporting excess property, etc.; prepares equipment inventory management & inventory control reports and makes informal recommendations based on data. Other duties include, but are not limited to: Assists and coordinates all professional and administrative reports, Responsible for accurate recording and maintenance of information related to time and leave Assists the Maintenance & Operations Foreman, Chief Engineer, and others by researching historical documentation, compiling this information in a usable format for presentation, and providing assistance during inspection. Research and coordinates, independently replies to routine, non?technical correspondence, and composes memos for signature of Maintenance & Operations Foreman or Chief Engineer's. Obtains information needed to resolve simple questions and refers others to the Maintenance & Operations Foreman. Responsible for the procurement of both routine and non-routine supplies limited to the small purchasing procedures up to $10,000 utilizing a purchase card. Performs a full range of procurement duties, including placing purchase/card orders, assisting in maintaining the IFCAP items master file data base, processing amendments to purchase, acting on vendors reclaims, responding to requests for payments, resolving disputes on purchase, enforcing contractor compliance with the terms of the agreements, and closing out each purchase after satisfactory completion of the contract. Determines the best purchasing and payment method to utilize; if purchase cards cannot be used makes decisions regarding procurement methods. Complies with all the acquisition regulations, both Federal, VA and local. Makes individual purchases not exceeding $10,000.00 unless specifically authorized to do so by the Service Chief. Reconciles purchase card charges within the established time limits. Resolves disputes of unknown or incorrect charges within the established time limits. Performs other related duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/16/2023. You may qualify based on your experience and/or education s described below: GS-05 grade level: One year of specialized experience (equivalent to the GS-04 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Property, equipment, and/or inventory management; providing administrative support and assistance in the procurement process; reviews and/or composes written correspondence. (NOTE: Qualifying experience must be clearly stated in your resume.) ~OR~ GS-05: Substitution of Education for Experience (TRANSCRIPTS REQUIRED): Do you possess Four (4) years of education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. ~OR~ GS-05: Combination of Education and Experience (TRANSCRIPTS REQUIED): Do you possess a combination of successfully completed education and experience to meet the total experience requirements. (i.e. 6 months of specialized experience and 3 years of education above the high school level)? NOTE: Only education beyond the second year can be used in combination with specialized experience to qualify for this grade. You will be rated on the following Competencies for this position: Technical Competence Customer Service Clerical Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work requires standing and walking during a portion of the workday and frequent bending and lifting of supply packages (occasionally weighing as much as 25 pounds). The employee regularly pushes loaded carts weighing up to several hundred pounds. Employee will also perform sedentary desk work that will require periods of computer use up to several hours a day.
