You will serve as a Management Analyst (Congressional Liaison) in the Public Affairs Office (N02P), Office of the Chief of Staff (N02)MILITARY SEALIFT COMMAND.
Duties
You will coordinate and prepare replies to both correspondence and verbal inquiries from members of Congress, congressional staff, the Offices of the Secretary of the Navy (SECNAV), Chief of Naval Operations (CNO/OPNAV) and the White House.
You will prepare memos, correspondence, legislative summaries, briefing materials and information for MSC, CNO, SECNAV, Office of the Secretary of Defense, U.S. Transportation Command on defense and maritime-related congressional matters.
You will deal directly at the action office level with various congressional offices (Capitol Hill and district offices), and with congressional/legislative specialists within the different agencies and departments.
You will be in direct and indirect liaison with Congress primarily through U.S. Fleet Forces Command (USFFC), USTRANSCOM and Navy's Office of Legislative Affairs (OLA) on legislative matters of interest to MSC.

- The work may require occasional travel of 10% within or outside of the Norfolk, Va., area to attend meetings on Capitol Hill or visit other legislative entities.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience preparing memos, correspondence, legislative summaries, briefing materials and information for command level and higher level authorities. Experience with various congressional offices, with congressional /legislative specialist within the Department of Defense (DOD), Joint Chiefs of Staff (JCS), Department of Transportation (DOT), etc. Experience developing and coordinating responses to inquiries by written correspondence and oral communications to encourage recipients to adopt positions on a variety maritime-related issues. Experience utilizing contacts or training others to make contacts designed to obtain input from several offices on pertinent issues and developing consensus positions from among divergent viewpoints. Incumbent must possess experience and have a working knowledge of current state of the art LAN-based office data processing systems and practical experience with desktop PC workstation, graphics and presentation software. Incumbent should possess experience and have background in any of several maritime fields, relating to having some Maritime Transportation Specialist qualifications, and be aware of both U.S. and foreign commercial shipping industry trends and policies..
