You will serve as a PERFORMANCE ASSESSMENT REPRESENTATIVE in the FACILITIES ENGINEERING AND ACQUISITION BRANCH of NAVFAC ENGINEERING CMD MID-ATLANTIC.

Duties

You will oversee Technical Contract documents (drawings, specifications, cost estimates) for FSC Type II construction and service contracts including Indefinite Quantity Work Statements for Private Contractors. You will visit work sites to provide oversight of work completion and safety for awarded work. You will correspond by telephone, e-mail, and letter with contractors to keep lines of communication open. You will comply with plan of action and milestone schedule for each FSC Type II construction and service specification.   • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • You will be required to obtain and maintain a current Procurement Integrity Certification, in accordance with Office of Federal Procurement Policy Act (41 USC 423) as amended.
  • Work or training may require overnight travel away from the duty station. Travel by air is required.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • NAVFAC MIDLANT is a regionalized command. The incumbent serving in this position may at any time be reassigned to a similar position at any site or workstation within the commuting area as a condition of employment.
  • Physical demands require extended periods of driving, sitting, standing, walking, bending, kneeling, crouching, stooping, climbing ladders, entering manholes, carrying light to medium objects, going beneath buildings or on rooftops.
  • The work requires some physical exertion such as walking over rough, uneven surfaces of the type found at construction sites which the employee must visit on a regular basis.
  • May be required to do some lifting, pulling or pushing of field equipment and tools, including ladders, odometers, and camera equipment (15-40 pounds).
  • Full use of hands and legs is required for climbing, good hearing (with an aid) and eyesight (with glasses) is required to perform a satisfactory job.
  • Work involves regular exposure to moderate discomforts and unpleasantness (high/low temperature, adverse weather, dusty/dirty conditions) while conducting on-site assessments.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: (1) Providing the direct oversight of the Contractor's Quality Management Program, to monitor contractor's performance of work while Enforcing safety standards, and performing a variety of administrative and operational Contractual functions in order to support the Installation's Command; (2) Serving as the government's designated representative, and the immediate point of contact to the contractor's representative while continuing to educate him/herself on all contractual obligations, and be directly responsible for the assessment of the Contractor's quality management operations; (3) Planning, organizing, and facilitating the necessary performance meetings with the customer and the contractor to help maintain mutual understandings with the customer and the contractor's representative; (4) Reviewing safety plans, activity hazard analysis, and material safety data sheets in order to ascertain the Effectiveness of the contractors' safety program and (5) Reviewing shop drawings, job plans, and performance schedules, in order to enforce applicable safety standards using Operational Risk Management techniques Additional qualification information can be found from the following Office of Personnel Management web site: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=List-by-Occupational-Series Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social).
