You will serve as a Supervisory Logistics Management Specialist in the Submarine and Aircraft Carrier Operations Directorate (Code N97) of NAVSUP WEAPON SYSTEMS SUPPORT.

Duties

You will report material and workload status to NAVSUP WSS senior leadership, multi echelons of Naval Sea Systems Command (NAVSEA), organic activities and the shipyards. You will oversee the utilization of supply chain management processes, procedures, and tools to enhance the availability of materials utilizing and supplies for the accomplishment of submarine and carrier maintenance and modernization availabilities. You will serve as the NAVSUP WSS Submarine and Aircraft Carrier Operations Directorate single point of contact for matters related to Maritime Public/Private Industrial Support. You will participate in Command initiatives for policy development and changes, Information Technology (IT) enhancements, and process changes. You will be responsible for overseeing and, when required, making decisions concerning management information systems for monitoring and evaluating shipyard requisitioning and forecasting efficiency and effectiveness. You will oversee the assessment and development of the material budget and budget related projects for the public/private shipyards and ensure that requirements are delineated to NAVSUP WSS commodity code owners for budgetary submissions. You will deliver presentations at conferences or to individual leaders within NAVUP to the Enterprise, as well as throughout Department of the Navy (DON), Department of Defense (DOD), and industry. You will analyze directives and correspondence from higher echelons concerning key issues involving all phases of weapon systems integrated logistics support and develop recommendations and comments as they relate to the public/private shipyards. You will plan, assign, and evaluate work performed by subordinates, including setting and adjusting priorities and considering the difficulty and capabilities of each employee. You will exercise significant responsibilities in dealing with officials of other units or organizations, as well as advising management officials of higher rank. You will assist in efforts regarding staffing, motivation, and training to develop all employees, and ensure equitable consideration for training opportunities and nominations for teams and committees.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • Acquisition Workforce members must complete 80 hours of Continuous Learning Points (CLPs) every two years, in accordance with DoDI 5000.66. Workforce members are encouraged to earn their CLPs by completing Defense Acquisition University Credentials.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector performing Logistics Management Specialist work directly related to Integrated Logistics Support (ILS) concepts, policies, procedures and techniques and their application to Weapons System acquisition, management and sustainment. I have experience performing the duties of a supervisor to include work prioritization, employee advisement/guidance, planning, assigning and assessing work performed by subordinates. I am able to communicate extremely well both orally and in writing. Specialized experience must include the following: 1) Applying a mastery knowledge of management principles and techniques, budget and personnel policies and procedures, supervisory and managerial skills; 2) Overseeing and utilizing supply chain management processes, procedures, and tools to enhance the availability of materials for the accomplishment of maintenance and modernization; 3) Managing life cycle logistics support planning, acquisition policy, supportability analysis, and program management; 4) Utilizing a knowledge of the material and resource budget process to consolidate data from multiple sources into sound budget requirements; 5) Analyzing reports and trends in order to resolve unique/complex problems; and 6) Providing planning and policy recommendations to senior leadership.
