Duties
Assist in the implementation of workforce development programs for PATHWAYS, interns (Keystones), leadership and professional development programs, Career Program/Career Field management, and developmental positions.
Establish priorities, plan, coordinate, schedule, and monitor approved training, developmental assignments, academic degree training, and other training and development programs.
Disseminate course information to individuals, answer inquiries concerning the nature and purpose of available courses, and explain eligibility requirements and procedures or application.
Determine training/resource requirements necessary for professional development and assist in arranging school quotas and funding.
Identify problem areas, deficiencies, imbalances or other similar factors that can affect performance, customer service, and employee satisfaction to determine immediate and long-range training plans.

Qualifications
To qualify for a Management and Program Analyst, your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Reviewing organizational factors such as mission and technology to identify competency gaps, and changes that may impact training requirements.
Developing/implementing a comprehensive workforce development program evaluation strategy to improve career development programs, training processes, curriculum design, development, and implementation.
Developing administrative and policy guidance concerning overall mission accomplishment to include budget, and resources.
Administering a variety of workforce development programs, projects, and courses.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
