About the Position: Serves as a Program Analyst for the Programs Management Branch. May be selected at the GS-11 or GS-12 grade levels. If selected at the GS-11 grade level, you may be non-competitively promotion to the GS-12 grade level. This position will be located in Vicksburg, MS and will allow for situational telework only. This position is NOT eligible for Full-Time telework.

Duties

Management and oversight of all projects within assigned appropriation. Provide analytical study support for the projects and Project Management programs and provides analytical assistance to individual Project Managers. Development, Defense and Execution of the President's Budget for all projects within assigned appropriation. Providing reports and data to leadership and for meetings pertaining to Programs Management Providing data and responses to data calls from the MSC (Major Subordinate Command), HQUSACE (Headquarters USACE), ASA (Assistant Secretary of the Army), OMB (Office of Management and Budget), and Members of Congress.

To Qualify at the GS-11 Level: Specialized Experience: One year of experience equivalent to the GS-09 grade level in the Federal service which includes:(1) perform analytical and administrative duties to obtain, compile, and summarize quantitative data concerning Civil Works program estimates and obligations;(2) review cost estimates, justifications of resources, and execution of performance schedules; and(3) operate scheduling software to manage budget and milestones for a water resources program or project. OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. To Qualify at the GS-12 level: Specialized experience: One year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes(1) analyze and evaluate the effects of changes in Civil Works program and/or project requirements due to slippages, delays, or funding cuts;(2) develop, prepare and submission of Civil Works programs and/or projects for budgetary proposals and/or changes; and(3) develop recommendations for improvement in program operations and objectives. You will be evaluated on the basis of your level of competency in the following areas: Administration and ManagementBudget AdministrationProject ManagementWritten Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09/11).
