You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST (PROGRAM ANALYST) in one of several departments ofNAVUNSEAWARCENDIV NEWPORT RI This position is part of the Warfare Centers Personnel Demonstration Project. The NT-2 pay band encompasses positions equivalent to GS-5 to GS-08; the NT-3 pay band encompasses positions equivalent to GS-9 and GS-10; the NT-04 pay band encompasses positions equivalent to GS-11 and GS-12.

Duties

You will interpret principles and techniques of program management such as Financial Management Regulations, Navy Working Capital Fund operations, financial management oversight/controls, Department of Defense procurement and contracting policies. You will prepare program analysis reports with limited oversight and supervision. You will analyze, perform quality assurance, and participate in the development of communications materials that enable. program management decisions. You will communicate both orally and in writing in order to make recommendations and create, develop and maintain numerous spreadsheets, charts and graphs to track budgets and prepare presentations.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a bargaining unit position.

Qualifications

FOR NT-03: Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-02 (GS-05/08 equivalent) in the Federal service or equivalent experience in the private or public sectorcollecting and analyzing financial or budgetary data to measure the efficiency and effectiveness of program operations. FOR NT-02: Your resume must demonstrate at least three (3) years of general experience that includes one (1) year of specialized experience at or equivalent to the next lower pay band, NT-01 (GS-04 equivalent) in the Federal service or equivalent experience in the private or public sector assisting analytical studies or evaluative methods by gathering financial data or information for reports to improve the efficiency and accuracy of budgetary/financial data. Examples of qualifying experience includes: gathering data related to purchasing; conducting financial related research; administering and tracking program requirements related to budgeting. (Note: Experience must be substantiated in your resume). General experience shows the ability to 1) analyze problems to identify significant factors, gather pertinent data, and recognize solutions; 2) plan and organize work and; 3) communicate effectively orally and in writing. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

FOR NT-03:
Successfully completed a master's or equivalent graduate degree
OR
Successfully completed two full years of progressively higher graduate level education leading to a master's degree
OR

OR
A combination of experience and graduate education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience equal one hundred percent.
