Duties

Demonstrate experience from positions that demonstrate the ability to accomplish program objectives for development, production, and sustainment to meet the user's operational needs. Experience directing and managing comprehensive acquisition program plans to ensure fulfillment of requirements, fiscal adequacy and planned progress. Implementation and management of program(s) against DoD acquisition polices and guidance. Knowledge of the legislation, regulations, and methods used in program management in addition to knowledge of business and industry practices, sources of supply, cost and quality factors, and requirements characteristics is required. Convey extensive acquisition program management knowledge and experience in requirement areas which may include but not limited to: Supplies and Services Research and Development Major Systems Acquisition Software Development and Procurement Convey the competencies and skills required for the leadership and management of acquisition programs, and participation or management of key acquisition activities across the spectrum of the DoD acquisition system framework/phases. Expertise and knowledge areas include but are not limited to: Planning, Controlling, Organizing & Staffing, Communicating, and managing Deliverables and Documentation. Develop and execute a program Acquisition Strategy, establish and implement a Systems Engineering approach to translate operational needs and capabilities into technically feasible, affordable, and operationally effective and suitable increments. Participation in key events such as Milestone Reviews, Defense Acquisition Boards, Critical Design Reviews, etc. Understand the DoD acquisition system and a wide variety of topics such as acquisition program baseline, configuration management, contract management, Cost Analysis Requirements Description, earned value management, financial management, integrated master schedule, life cycle sustainment plan, production, quality and manufacturing, risk management, software management, stakeholder management, technology development strategy, and test and evaluation. Perform other duties as assigned. Faculty Duties: Creates and/or delivers learning assets and content as needed, and coordinates with partner divisions that manage related curriculum, or that control DAU processes and tools. Stays abreast of changes and trends in primary functional area, continuously researching, gaining and sharing knowledge in federal communities of practice. Pursues and maintains digital and data analysis fluency that align with DAU and primary functional area best practices in public and private industry. Maintains currency in, and actively uses university technology, digital and social media platforms. Focus on the needs of the customer in a modern learning and business environment that is subject to continual change with respect to platforms, networks and delivery Serves as a thinking partner with stakeholders and customers, continuously improving product and service delivery to provide the right knowledge and service the point of need through synchronous and asynchronous methods. Builds relationships and collaborates with peers and program management leaders from all organizations within the area of responsibility. Elicits feedback to shape the policies, processes and procedures that produce a frictionless experience for the customers and stakeholders.

  • Incumbent may be required to obtain and maintain an appropriate background investigation/security clearance.
  • You may be required to serve a two (2) year probationary period.
  • The incumbent of this position may be required to work overtime, irregular shifts, and/or on the weekend.
  • Work may require travel away from the normal duty station on commercial aircraft.
  • Acquisition Certification is required in the Program Management Career Field.
  • Must achieve 80 hours of Continuous Learning Points (CLPs) every two years, in accordance with Department of Defense Instruction (DoDI) 5000.66, Defense Acquisition Workforce Education, Training, Experience, and Career Development Program.

Qualifications

In order to qualify, you must meet the general education and/or experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for Administrative and Management positions. Specialized Experience: One (1) year of specialized experience at the next lower broadband, NH-02, equivalent to the next lower grade, GS-11 or equivalent, in other personnel pay systems including specialized experience as follows: Significant experience and technical skill in acquisition program management, gained through assignments in significant or major defense acquisition programs. This requires an in-depth knowledge of Acquisition Systems, including in-depth knowledge and experience of the interrelationships among its elements. Specialized Experience: Significant experience and technical skill in acquisition program management, gained through assignments in significant or major acquisition programs. This requires an in-depth knowledge of the Acquisition Systems, including in-depth knowledge and experience of the interrelationships among its elements. Acquisition Certification is required in the Program Management Career Field. Demonstrated experience managing software programs for development, deployment, and sustainment. Key aspects include utilizing and leveraging Agile principles, employing a DevOps and/or DevSecOps approach to software development, deployment, and sustainment. Experience should cover Enterprise level applications, systems, and services as well as Commercial Software acquisition, Software as a Service (SaaS) and Cloud based applications. Demonstrated knowledge of Systems of Systems integration and technical governance. Demonstrated knowledge of budget and contract development and execution associated with software development. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

As required for Acquisition Corps Membership, a bachelor's degree from an accredited education institution authorized to grant baccalaureate degrees, preferably with a major in engineering, systems management, or business administration.

DAU Faculty Pay Band Minimum Education and Specialized Experience Requirements:
  • DAU Pay Band A (AD-11) (Equivalent to a GS-09 through GS-13 General Schedule grade equivalency): Minimum Education and Specialized Experience:
    • Basic requirements for Band A include a minimum of a Bachelor level degree and up to four years of experience in the appropriate functional area.
  • DAU Pay Band B (AD-12) (Equivalent to a GS-14 General Schedule grade equivalency): Minimum Education and Specialized Experience:
    • Basic requirements for Band B include a minimum of a Bachelor level degree in an appropriate discipline and a minimum of six years of experience in the appropriate functional area. Advanced degrees are highly desired in Band B.
  • DAU Pay Band C (AD-13) (Equivalent to a GS-15 General Schedule grade equivalency): Minimum Education and Specialized Experience:
    • Basic requirements for Band C include a minimum of a Bachelor level degree in an appropriate discipline and a minimum of eight years of experience in the appropriate functional area. Advanced degrees are highly desired in Band C.
