The Defense Technical Information Center (DTIC) is the central facility for the acquisition, preservation, protection, retrieval, and dissemination of scientific and technical information supporting the Research and Engineering (R&E) needs of the Department of Defense, as well as federal and industry partners. DTIC ensures the innovation and knowledge stemming from DoD's past and current investment in science and technology (S&T) forms the building blocks for the next generation of discovery.

Duties

Serves as Deputy Director, Information Analysis Centers specializing in technical research and analysis which support DoD's Scientific and Technical Information (STI) needs in three key areas: cyber security, homeland defense, and defense systems. Executes on program goals and objectives based on knowledge of DoD and federal agency information, operations, policies and the state-of-the-art of STI technology. Documents emerging Research and Development (R and D) program management requirements and confirms in meetings with SES- and Flag-level program officials Supports a customer base that includes DoD components and agencies, and Federal government agencies. Briefs Pentagon officials on the performance and operational efficiency of the IAC Program Assists in development and execution of the IAC's long-range acquisition strategy for the IAC Program to ensure it has contract vehicles that meet the needs of the DoD research and acquisition communities. Reports the operational and strategic performance of the program to DTIC leadership. Identifies opportunities to increase efficiency and lower cost while meeting customer needs Works with the IAC user community (researchers, acquisition, Combatant Commands, commercial and private industry) in the formulation of new STI requirements. Ensures pipeline of repeat and new IAC users within federal S and T community

Requirements

Qualifications

Time in Grade: For entry at the GS-14 level, status applicants must have served 52 weeks as a GS-13 or higher grade in the Federal Service. One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-13 within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as project management experience in Science and Technology program applying subject matter expertise in the following areas: reimbursable services and funding; interagency contracting; procurement planning; qualitative analysis techniques; budget planning and management; reviewing and formulating policy, strategic plans, analysis, and development involving information initiatives and business processes. In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of knowledge, skills and abilities, or competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position.
