About the Position: The US Army Combat Capabilities Development Command (DEVCOM) Ground Vehicle Systems Center (GVSC), located in Warren, Michigan, is the Armed Forces' research and development facility for advanced technology in ground systems. DEVCOM is a major subordinate command of the US Army Futures Command (AFC). Serves as a Program Analyst supporting the Chief of Staff G5 Strategic Plans and Programs Team for GVSC.
Duties
Analyzes technology trends to align future technology development to stakeholders needs and gaps.
Identifies proposal opportunities that align to a proposed projects scope to secure funding, and maintains awareness of all the various proposal cycles across the tri-service community.
Identifies and understands the selection criteria of the various proposal opportunities and ensures GVSC proposals are best poised to meet the criteria.
Works to build and maintain relationships with key offices that manage their respective proposal cycles and opportunities.
Represent GVSC at meetings with higher headquarters, other commands and private industry on matters pertaining to all aspects of proposal programs.
Coordinates topic submission and internal reviews, receipt, evaluation, selection, and award of relevant proposals.
Drafts financial reports for review by Senior leaders, as required.
Reviews DOD and other Services policy directives, and recommends changes with regard to relevant policies and procedures.
Draft briefings and information papers for senior defense officials related to relevant proposal opportunity activities.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must obtain and maintain a Secret Security Clearance.

In order to qualify, you must meet the experience requirements described below. Specialized Experience: Your resume must clearly describe at least one year of specialized experience equivalent to the DE-02, higher-end of the Pay Band equivalent to GS-11 grade level in the Federal service which includes: experience in assessing program development or execution and improving organizational effectiveness and efficiency; experience in resolving system and technical problems. Experience providing analysis and advising on higher authority policies/regulations for their impact on organizational programs.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DE 02/GS-11).
This position is part of the Combat Capabilities Development Command (CCDC) Ground Vehicle Systems Center (GVSC), Science and Technology Reinvention Laboratory Personnel Management Demonstration Project. CCDC Ground Vehicle Systems Center (GVSC) is participating in an alternative personnel system known as the Personnel Management Demonstration Projection. The DE-03 pay band is equivalent to the GS-12 step 1 through GS-13 step 10 grade levels.
