Duties
Serves as Financial Management Specialist for the Installation, Morale and Recreation Fund (IMWRF) at a large installation, MACOM, or HQDA.
Assists in the development of financial policies, plans and fiscal operating procedures for Non-appropriated Fund (NAF) activities. Plans, formulates, and prepares operating budgets.
Prepares IMWRF Strategic Plan, cash budgets and Capital Purchase/Minor Construction (CPMC) budgets. Researches, verifies, and revises program and budget data. Develops standard operating procedures for safeguarding cash and fixed assets.
Prepares financial reports of NAF operations to include budget variance analysis, CPMC execution, and cash flow projections.
Performs a wide range of review and analysis of NAF financial operations in order to evaluate performance in terms of requirements, goals and objectives.
May supervise subordinate staff. Performs the full range of supervisory responsibilities and supports the Equal Employment Opportunity Program.

Requirements

Qualifications
Minimum Qualifications:
1. Demonstrated ability to perform the duties described above using the theories, principles, practices and techniques of Generally Accepted Accounting Principles (GAAP).
Highly Preferred/Highly Qualifications:
1. Possess a minimum of three (3) years of experience in Department of Defense Family and Morale, Welfare and Recreation within the last three (3) years.
2. Demonstrated operational experience and knowledge of NAF Major Construction (NAFMC) guidance, procedures, and requirements.
3. Demonstrated competence in Excel, Word, PowerPoint.
4. Demonstrated competence in MIS Application such as Financial Management Budgeting System (FMBS), Standard Management Information Reports for Finance (SMIRF), and Installation Management Employee Tracking System (IMETS).
5. Demonstrated competence in preparing reports and projections based on analysis, analyzing current and past financial data and performance, and identifying trends in financial performance.
