You will serve as a MANAGEMENT AND PROGRAM ANALYST in the Office of the Executive Director, Business Management Division of NAVSAFECOM.

Duties

You will serve as a Manpower Liaison and Programs Manager Analyst for Commander Naval Safety Command and its subordinate commands in the areas of manpower and workforce development, organizational structure, personnel planning, etc. You will conduct studies to evaluate and determine manpower requirements, authorizations, and personnel utilization You will participate in the evaluation of higher headquarters policy changes for impact in order to assess current policies or provide implementing guidance to the activity You will create "requests for personnel actions" as it relates to awards, classifications, and recruit and fill, etc. You will pull reports to track performance cycle deadlines. You will track mandatory training requirements for civilian employees

Requirements

Qualifications

GS-12 Level Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate performing duties such as the following: 1) Utilizing rules, regulations, procedures, and program requirements of one or more areas of Human Resource and Manpower management; 2) Applying knowledge of DPMAP; 3) Possessing customer service skills; 4) Identifying management problems and analyzing them from the management viewpoint; 5) Utilizing office automation software (MS Office, including PowerPoint, Word, and Excel). GS-11 Level Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS9 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate performing duties such as the following: 1) Experience with rules, regulations, procedures, and program requirements of one or more areas of Human Resource and Manpower management; 2) Aiding in the application knowledge of DPMAP; 3) Possessing customer service skills; 4) Assisting in the utilization management problems and analyzing them from the management viewpoint; 5) Helping utilize office automation software (MS Office, including PowerPoint, Word, and Excel). Education Substitution for Experience at the GS-11 Level:
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Successful completion of a Ph.D. or equivalent doctoral degree
OR
Successful completion of three full years of progressively higher level graduate education leading to such a degree;
OR
