The American Battle Monuments Commission (ABMC) maintains facilities and personnel in 10 countries. The incumbent serves as Supervisory Public Affairs Specialist and Deputy to the Director of Public Affairs.
Primary purpose of the position is to ensure proper and cohesive overall operations of the Public Affairs Office (PAO), with special emphasis on providing guidance in and exercising responsibility for: public affairs planning, budget, personnel management and professional development.
Duties
The incumbent serves as Deputy to the Director of Public Affairs, sharing fully in the duties and responsibilities for overseeing public affairs operations for ABMC worldwide. The primary purpose of the position is to ensure ABMC has an integrated and comprehensive public affairs program, with special emphasis on providing guidance in, and exercising responsibility for: public affairs planning; budget planning, execution and management; personnel management and professional development.
Duties include but are not limited to:
Recommending strategies on all aspects of the PAO.
Representing ABMC to significant national and international leaders.
Performing the full range of human resources management.
Coordinating the media and public outreach activities of ABMC.
Developing PA products to support media engagements.
Developing strategies for a wide range of communication methods to communicate ABMC's mission.
Manages the complete administrative functions of the office, such as establishing policies and procedures, budget preparation and execution, and reporting requirements.
Requirements

- Merit Promotion applicants must have completed three (3) months of service after a competitive appointment to be considered.

Qualifications
Time in Grade
Time-in-grade restrictions apply for all candidates considered under Merit Promotion (generally applicants who have held a Federal civilian appointment within the previous 52 weeks). These applicants must have 1 year time-in-grade at the next lower level or equivalent to qualify.
Specialized Experience: For the GS- 14 level: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level (GS-13); or its non-Federal equivalent that demonstrates: assisting in the design, implementation and evaluation of a comprehensive communications program; researching, writing and reviewing content for diverse audiences including the media and general public (i.e. talking points, press releases, social media content, communication plans, etc.); providing project management for the planning, production, execution and analysis of public affairs projects and initiatives; and directing the work of subordinates or team (for example overseeing projects, mentoring, preparing work schedules and delegating priorities).
