Duties

- Provides functional expertise in project management and facilitates collaboration among technical and functional subject matter experts (SMEs) to identify and assess cost, schedule, performance and risk issues, and to advise project managers on how to accommodate them. - In collaboration with technical and functional SMEs, as well as with representatives of the customer communities served, defines comprehensive plans for the design/development, acquisition, and deployment of these capabilities to address operational requirements and provide mission-essential cyber capabilities. - Defines the need for, manages, analyzes, and reports use of resources allocated to the assigned cyberspace capabilities projects, assuring they are appropriately applied to achieve defined objectives.

Requirements

  • All new CES employees are required to complete a three-year CES trial period
  • The employee must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counter intelligence scope polygraph exam
  • Travel and relocation expenses WILL BE PAID in accordance with the JTR AND AFMAN 36-606
  • This posn is subject to provisions of the DoD Priority Placement Program
  • Must be registered for Selective Service, see Legal and Regulatory Guide
  • Employee may be required to work other than normal duty hours, to include evenings, weekends and/or holidays

Qualifications

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of disciplines and functions involved in the defense acquisition process, including requirements analysis, financial planning and management, and portfolio management, and their interrelationships with contracting and other acquisition elements; skill in applying program/project planning and management concepts, methods, and tools to lead, integrate, and facilitate the acquisition and implementation of capabilities essential to cyberspace, IT, and/or Department of Defense program operations. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Ability to combine understanding of the cyberspace mission and program operations with functional and analytical expertise in acquisition requirements analysis, planning, and management to support executive and project manager decision-making and improve the efficiency and effectiveness with which available assets are employed to support the mission. 2. Knowledge of disciplines and functions involved in the defense acquisition process, including requirements analysis, financial planning and management, and portfolio management, and their interrelationships with contracting and other acquisition elements. 3. Skill in applying program/project planning and management concepts, methods, and tools to lead, integrate, and facilitate the acquisition and implementation of capabilities essential to cyberspace, IT, and/or Department of Defense program operations. 4. Ability to facilitate collaboration among technical and functional SMEs in requirements analysis, design/development, and implementation of capabilities in support of the cyberspace mission. 5. Skill in use of automated program and/or project management tools typically used within the DoD community, such as Microsoft Project and SharePoint, to provide effective management of cyber programs and/or projects. 6. Skill in communicating technical information concerning cyberspace, IT, and/or DoD capability acquisition efforts in both oral and written forms. CONDITIONS OF EMPLOYMENT CONTINUED: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Therefore, incumbent is required to: (a) refrain from the use of illegal drugs, and (b) if requested, submit to urinalysis testing. Incumbent may be selected for random drug testing and may be subject to reasonable suspicion testing and safety mishap or accident testing. This Position requires a Program Management Practitioner acquisition certification. Any deviation from these requirements can only be waived by the Service or Component Acquisition Executive. The incumbent must achieve this certification within 60 months in accordance with Department of Defense Instruction (DoDI) 5000.66, Defense Acquisition Workforce Education, Training, Experience, And Career Development Program. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
